(1) In compliance with the Agreement on Technical Cooperation between the Government of the Federal Republic of Germany and the Government of the Republic of Costa Rica signed on July 23, 1965 and the Amendment Protocol of March 13, 1986, the "Competitiveness and Environment Program" shall be promoted if, after being examined, said program proves worthy of support.
(2) The Government of the Federal Republic of Germany, at its own expense, shall make available human resources and shall provide material services and, if appropriate, financial contributions for a total value of up to 4,000,000.-- EUR (in words: four million euros) for the program specified in paragraph 1. It shall entrust the execution of the program specified in paragraph 1 to the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH.
(3) The Government of the Republic of Costa Rica shall ensure its own and itemized budgetary planning to guarantee the uninterrupted execution of the program and shall guarantee that the institutions it entrusts with the execution carry out the necessary services for the program specified in paragraph 1.
(4) The program specified in paragraph 1 may be replaced by others if the Government of the Federal Republic of Germany and the Government of the Republic of Costa Rica so agree.
(5) The commitment for the program specified in paragraph 1 and the amount of the Technical Cooperation specified in paragraph 2 shall become void if the respective execution or financing contracts mentioned in Article 2 are not concluded within a period of eight years, counted from the year of authorization of the commitment. For the commitment of the current year, the period shall conclude on December 31, 2012, without prejudice to the provisions of paragraph 4. In the event that within the foreseen period execution or financing contracts are only concluded with respect to a part of the commitment, the expiration clause shall be applicable exclusively to the amounts not covered by said contracts.
