6683 of October 14, 1982, and its amendments, is reformed to read as follows:

"Article 106.- Every natural or legal person, public or private, responsible for the production or reproduction of a work, by printed, magnetic, electronic, electromagnetic, or any other means, must register it in the National Registry of Copyright and Related Rights, and deposit, within eight days following its publication, a copy of the reproduction in each of the following institutions:

Library of the University of Costa Rica, Library of the National University, Library of the Legislative Assembly, National Library, Library of the Ministry of Justice, General Directorate of the National Archive, and the aforementioned Registry. The copy for the Registry must be accompanied by the receipt documents from the other institutions. Non-compliance with any of these obligations shall be sanctioned with the seizure of the entire production of the works, until such time as compliance is achieved, or with a fine equivalent to its total value."

43 of December 21, 1934, and its amendments, are reformed to read as follows hereinafter:

"Article 1.- Proceed, through the Executive Branch, to provide funds to the Administrative Board of the National Archive for the construction of a building destined for the National Archive, which must be solid, safe against fire and earthquakes, and with sufficient capacity for the purpose for which it is intended. For this purpose, the land that the Administrative Board of the National Archive acquired for this end shall be used." "Article 3.- For the purpose established in the previous article, the Archive Stamp is established. The Central Bank of Costa Rica shall issue special stamps of the following values: five, ten, twenty, one hundred, and two hundred colones. The proceeds from the sale of these stamps, after deducting costs, shall be credited to the current account of the Administrative Board of the National Archive." "Article 6.- For the certified copies (testimonios) and certifications of public deeds (escrituras públicas) issued by the National Archive, by order of an authority or at the request of an interested party, the following shall be paid in archive stamps: ¢10.00 when the value of the transaction to which the copy or certification refers is less than ¢10,000.00; ¢20.00 if the value of the transaction is from ¢10,000.00 up to ¢49,999.99; stamps for ¢50.00, if it is from ¢50,000.00 to ¢99,999.99; and archive stamps for ¢100.00 when that value is ¢100,000.00 or more. For deeds (escrituras) of unascertainable amount, a stamp of ¢20.00 shall be paid.

For all certifications issued by the National Archive regarding its documentary holdings, except notarial ones, an archive stamp of ¢20.00 shall be paid. For the volumes of notarial protocols (protocolos notariales) that are delivered for their definitive custody, an archive stamp of ¢200.00 must be paid.

For the notarial indices (índices notariales) submitted each fortnight, a stamp of ¢20.00 shall be paid for each form.

For all documents submitted for registration in any of the registries that make up the National Registry, an archive stamp of ¢10.00 must be paid, if the amount is less than ¢100,000.00.

If the value of the transaction is ¢100,000.00 or more, or if the amount is unascertainable, a stamp of ¢20.00 shall be paid.

For all certifications issued in the public offices of the Central Government, the decentralized institutions, and the municipalities, an archive stamp of ¢5.00 shall be paid.

"Article 7.- The customs clearance requests (pedimentos de desalmacenaje) for goods must bear, on the copy intended for the customs administrator or the head of the Postal Packages Department, an archive stamp of ¢20.00 that said officials shall cancel with a seal and date. Without this requirement, the request shall not be processed."

"Artículo 106.- Toda persona física o jurídica, pública o privada, responsable de la producción o reproducción de una obra, por medios impresos, magnéticos, electrónicos, electromagnéticos, o cualquier otro, deberá inscribirla en el Registro Nacional de Derechos de Autor y Derechos Conexos, y depositar, dentro de los ocho días siguientes a su publicación, un ejemplar de la reproducción en cada una de las siguientes instituciones:

Biblioteca de la Universidad de Costa Rica, Biblioteca de la Universidad Nacional, Biblioteca de la Asamblea Legislativa, Biblioteca Nacional, Biblioteca del Ministerio de Justicia, Dirección General del Archivo Nacional y Registro precitado. El ejemplar para el Registro deberá acompañarse de los documentos de recibo de las otras instituciones. El incumplimiento de cualquiera de estas obligaciones se sancionará con el secuestro de toda la producción de las obras, hasta tanto no se cumpla con ellas, o con una multa equivalente a su valor total."

43 del 21 de diciembre de 1934 y sus reformas, para que en lo sucesivo digan de la siguiente manera:

"Artículo 1.- Procédase, por medio del Poder Ejecutivo, a dotar de fondos a la Junta Administrativa del Archivo Nacional para la construcción de un edificio destinado al Archivo Nacional, que sea sólido, seguro contra el fuego y los temblores y con capacidad suficiente para el objeto que se destina. Con ese propósito se ocupará el terreno que para ese fin adquirió la Junta Administrativa del Archivo Nacional." "Artículo 3.- Para el objeto determinado en el artículo anterior, se establece el Timbre de Archivos. El Banco Central de Costa Rica emitirá timbres especiales de los siguientes valores: cinco, diez, veinte, cien y doscientos colones. El producto de la venta de estos timbres, deducidos los costos, lo acreditará en la cuenta corriente de la Junta Administrativa del Archivo Nacional." "Artículo 6.- Por los testimonios y certificaciones de escrituras públicas que expida el Archivo Nacional, por orden de una autoridad o a solicitud del interesado, se pagarán en timbres de archivos: ¢10,OO cuando el valor de la operación a que el testimonio o certificación se refiera sea menor de ¢10.000,OO; ¢20,00 si el valor de la operación fuere de ¢10.000,00 hasta ¢49.999,99; timbres por ¢50,00, si fuere de ¢50.000,00 a ¢99.999,99; y timbres de archivos por ¢100,00 cuando ese valor fuere de ¢100.000,00 o más. Por las escrituras de cuantía inestimable se pagará un timbre de ¢20,00.

Por todas las certificaciones que emita el Archivo Nacional acerca de sus fondos documentales, excepto las notariales, se pagará un timbre de archivos de ¢20,00. Por los tomos de protocolos notariales que sean entregados para su custodia definitiva, deberá pagarse un timbre de archivos de ¢200,00.

Por los índices notariales que se presenten cada quincena se pagarán un timbre de ¢20,00 por cada fórmula.

Por todos los documentos que se presenten para ser inscritos en cualquiera de los registros que conforman el Registro Nacional, deberá pagarse un timbre de archivos de ¢10,00, si su cuantía fuere menor a los ¢100.000,00.

Si el valor de la operación fuere de ¢100.000,00 más, o si su cuantía fuere inestimable, se pagará un timbre de ¢20,00.

Por todas las certificaciones que se emitan en las oficinas públicas del Poder central, las instituciones descentralizadas y las municipalidades, se pagará un timbre de archivos de ¢5,00.

"Artículo 7.- Los pedimentos de desalmacenaje de mercaderías deberán llevar, en el ejemplar destinado al administrador de la aduana o al jefe del Departamento de Paquetes Postales, un timbre de archivos de ¢20,00 que cancelarán dichos funcionarios con sello y fecha. Sin ese requisito no se atenderá la solicitud."

Posteriormente retornarán a la caja única del Estado.
