The Agreement between the Government of the Republic of Costa Rica and the International Plant Genetic Resources Institute (Ipgri) for the establishment and operation of an Ipgri office in Costa Rica, signed in Rome, Italy, on July 7, 2003, is approved in each of its parts. The text is as follows:
"AGREEMENT BETWEEN THE GOVERNMENT OF THE REPUBLIC OF COSTA RICA AND THE INTERNATIONAL PLANT GENETIC RESOURCES INSTITUTE (Ipgri) FOR THE ESTABLISHMENT AND OPERATION OF AN IPGRI OFFICE IN COSTA RICA The Government of the Republic of Costa Rica (hereinafter referred to as "the Government"), on the one part, and the International Plant Genetic Resources Institute (hereinafter referred to as "the Institute"), on the other.
Considering that the International Plant Genetic Resources Institute was established in Rome on October 9, 1991; Considering that the Legislative Assembly of the Republic of Costa Rica approved the Agreement on the Constitution of the International Plant Genetic Resources Institute and its Annex 1 through Law N° 8159 of November 19, 2001, published in La Gaceta N° 244 of December 19, 2001; Taking note of the existence of the International Network for the Improvement of Banana and Plantain (INIBAP) which is under the governance and management of the International Plant Genetic Resources Institute and operates in Costa Rica as an IPGRI Program; With the objective of establishing an Office in Costa Rica, whose primary objective will be to provide the necessary facilities for the operation of the INIBAP Program in Latin America and the Caribbean; Taking note that the National Banana Corporation (CORBANA) is one of the main collaborators of the INIBAP program of the International Plant Genetic Resources Institute in Costa Rica; Likewise with the objective of defining the rights, privileges and immunities contemplated in Article 18 subsection ii) of the Agreement on the Constitution of the International Plant Genetic Resources Institute and its Annex 1 previously mentioned; Have agreed as follows:
