"(.) Article 17.
"The Institute shall organize, with the cooperation of the Official Education institutions it deems appropriate, the courses required for the training of guides. Likewise, it may obtain said cooperation from education entities whose guide training programs have been previously accredited by the Instituto Nacional de Aprendizaje (INA).
In the category of specialized guides, the Institute may organize courses in the disciplines it considers necessary with scientific and/or specialized institutions or bodies of recognized prestige, which must be legally constituted and authorized to do so. In any case, the content and program of said specialized courses must be endorsed by the Institute, for which purpose it shall request the prior and favorable technical opinion of the Comisión Nacional de Educación Turística y Hotelera.
The Institute shall evaluate and grant recognition, where appropriate, to studies completed abroad, as well as certifications issued by international organizations specialized in the activity. For this task, the Institute may use the collaboration of the aforementioned institutions.
The responsibility for the quality of training of the guides shall lie with each accredited entity, but the Institute may corroborate the training programs at any time to determine whether their objectives and content conform to the required professional profiles and to the standards defined for each activity."
