The PROCUENCAS-ESPH S. A. Advisory Committee (Comité Asesor) was created in 2001, for the purpose of serving as an advisor to the Environmental Management Unit (Unidad de Gestión Ambiental) and disseminating information on the investments of the funds collected through the Water Tariff (Tarifa Hídrica), under the framework of the implementation of the PROCUENCAS Program, which seeks to contribute to the protection and recovery of forest cover (cobertura boscosa) in the aquifer recharge areas of the sources managed by ESPH S. A.
Furthermore, the Procuencas-ESPH S. A. Advisory Committee must report to its respective institutions on the investments made with the funds collected and managed by ESPH S. A. for the Water Tariff.
The Advisory Committee shall be composed of five members:
- One member appointed by the Municipality of the central canton of Heredia. - One member appointed by the Municipality of the canton of San Rafael. - One member appointed by the Municipality of the canton of San Isidro. - One member from the workers of ESPH S. A. appointed by the Board of Directors (Junta Directiva). - The Director of the Cordillera Volcánica Central Conservation Area (Área de Conservación de la Cordillera Volcánica Central) of MINAE.
Additionally, the Leader of the Environmental Management Unit of ESPH S. A. shall participate with voice but no vote.
- Unblemished conduct. - Professional degree related to the position held or equivalent experience. - Background in community and environmental management.
The members of the Advisory Committee shall hold their positions for two years, and may subsequently be ratified by the entities that proposed them for an additional two years. The members of this advisory committee shall not receive per diems or financial benefits.
- Receive, analyze, and offer recommendations and suggestions to the Environmental Management Unit and, through it, to the Board of Directors, regarding the execution of investments with the Water Tariff funds. - Point out to the Environmental Management Unit and, through it, to the Board of Directors, the problems and inconsistencies found with the administrative and financial management of the PROCUENCAS program. - Review and analyze the progress reports of the PROCUENCAS program submitted by the Environmental Management Unit. - Issue recommendations expressly requested by the Board of Directors of ESPH S. A. - Appoint a president, secretary, and members (vocales) and establish their powers and responsibilities.
The Environmental Management Unit shall provide the Committee with a minute book for its use, and shall make available to it, according to its possibilities, the other supplies and facilities required for the proper performance of its task.
They shall meet at least three times a year, convened by the Leader of the Environmental Management Unit or by the president of the Committee. For this purpose, the Unit itself shall provide a room for the meetings, as well as all the materials and supplies required for their proper conduct.
Regarding calls to meeting, deliberations, quorum, voting, and preparation of minutes, they shall be governed by the rules of the internal regulations of the Board of Directors of ESPH S. A.

El Comité Asesor PROCUENCAS-ESPH S. A. fue creado en el año 2001, con el objeto de servir de consejero a la Unidad de Gestión Ambiental y divulgar las inversiones de los fondos recaudados mediante el cobro de la Tarifa Hídrica, esto bajo el marco de implementación del Programa PROCUENCAS, el cual busca contribuir con la protección y recuperación de la cobertura boscosa en las áreas de recarga acuífera de las fuentes administradas por la ESPH. . Un miembro designado por la Municipalidad del cantón central de Heredia.
. Un miembro designado por la Municipalidad del cantón de San Rafael.
. Un miembro designado por la Municipalidad del cantón de San Isidro.
. Un miembro de los trabajadores de la ESPH S. A. designado por la Junta Directiva.
. El Director del Área de Conservación de la Cordillera Volcánica Central del MINAE.
Además el Líder de la Unidad de Gestión Ambiental de la ESPH S. A. participará con voz pero sin voto.
. Conducta intachable.
. Título profesional afín al cargo que desempeña o experiencia equivalente.
. Trayectoria en la gestión comunal y ambiental.
Los miembros del Comité Asesor durarán en su cargo dos años, pudiendo ser luego ratificados por las instancias que los propusieron en su cargo por dos años más. Los miembros de este comité asesor no devengarán dietas ni beneficios económicos.
. Recibir, analizar y ofrecer recomendaciones y sugerencias a la Unidad de Gestión Ambiental y a través de esta a la Junta Directiva, respecto a la ejecución de las inversiones con los fondos de la Tarifa Hídrica.
. Señalar a la Unidad de Gestión Ambiental y a través de esta a la Junta Directiva los problemas e inconsistencias encontrados con el manejo administrativo y financiero del programa PROCUENCAS.
. Revisar y analizar los informes de avance del programa PROCUENCAS que presente la Unidad de Gestión Ambiental.
. Emitir las recomendaciones que expresamente le solicite la Junta Directiva de la ESPH S. A.
. Nombrar un presidente, secretario y vocales y establecer sus atribuciones y responsabilidades.
La Unidad de Gestión Ambiental entregará al Comité un libro de actas para el servicio de éste, y pondrá a su disposición conforme a sus posibilidades, los demás insumos y facilidades que se requieran para el buen desempeño de su cometido.
Se reunirán al menos tres veces al año convocados por el Líder de la Unidad de Gestión Ambiental o por el presidente del Comité. Para tal efecto la misma Unidad facilitará una sala para las reuniones, así como todos los materiales e insumos que se requieran para la adecuada realización de las mismas.
En lo que se refiere a convocatorias, deliberaciones, quórum, votaciones y confección de actas, se regirán por las normas del reglamento interno de la Junta Directiva de la ESPH S. A.
