Therefore, the Municipal Council of Mora agrees to definitively approve the Municipal Regulation on Waste Management and Sanitary Landfills and to send it for publication in the Official Gazette La Gaceta; the said regulation is detailed below:
"The Municipal Council of the Municipality of Mora In exercise of the powers conferred by articles 169 and 170 of the Political Constitution; and article 13, subsections c) and d) of the Municipal Code.
1.—That for the benefit and protection of public health, it is necessary to establish a series of regulations related to solid waste from current, personal, family, community, and other activities in order to avoid or reduce as much as possible the contamination of air, soil, or water.
2.—That the prevention and minimization of waste generation is necessary, establishing the legal regime for its production and management, promoting in this order, its reduction, reuse, recycling, and other forms of valorization (valorización), as well as the life cycle of consumer goods.
3.—That the adequate final disposal of solid waste in the canton, as well as its collection and hauling, is a serious problem that severely threatens public health, life, and a healthy and ecologically balanced environment.
4.—That the final disposal of waste by means of suitable sanitary landfills is technically an appropriate disposal alternative, for which reason it is the authority of the Municipality of Mora to establish the necessary regulatory provisions to prevent sanitary problems due to poor waste disposal, to set the technical guidelines for the location, design, construction, operation, and maintenance of sanitary landfills located in the canton, for the benefit and protection of public health and the cantonal interest.
MUNICIPAL REGULATION ON THE MANAGEMENT OF WASTE AND SANITARY LANDFILLS Definitions:
