8131, Law of Financial Administration of the Republic and Public Budgets, published in La Gaceta No. 198 of October 16, 2001, in its Article 21 establishes that the Budget Authority has as one of its specific functions to formulate guidelines on public employment and to ensure compliance therewith.
6955, Law for the Financial Equilibrium of the Public Sector, published in La Gaceta No. 45 of March 2, 1984, establishes that the Budget Authority is the competent body to set guidelines on public employment, which includes the limit on the number of positions per institution.
