This decree amends the budgetary expenditure exclusions applicable to the Costa Rican Institute of Fisheries and Aquaculture (INCOPESCA) for the year 2006, originally contained in Executive Decree No. 32270-H. in the entirety of the text - Full Text of Norm 32672 Reforms the budgetary expenditure exclusion concepts for the Costa Rican Institute of Fisheries and Aquaculture for the year 2006 Full Text of act: 93E02 No. 32672-H No. 32672-H THE FIRST VICE PRESIDENT IN EXERCISE OF THE PRESIDENCY OF THE REPUBLIC AND THE MINISTER OF FINANCE Based on the powers conferred by articles 140, subsections 3) and 18) and 146 of the Political Constitution; articles 25, subsection 1), 27, subsection 1) and 28, subsection 2) subparagraph b) of Law No. 6227 or the General Public Administration Law of May 2, 1978, Law No. 8131 or the Financial Administration of the Republic and Public Budgets Law of September 18, 2001, and its Regulations, Executive Decree No. 30058-H-MP-PLAN of December 19, 2001; Law No. 7384 or the Law Creating the Costa Rican Institute of Fisheries and Aquaculture of March 16, 1994, Law No. 8436 or the Law of Fisheries and Aquaculture of March 1, 2005 and Executive Decree No. 32270-H of March 1, 2005 and its amendments.
I.—That by means of Law No. 7384, published in La Gaceta No. 62 of March 29, 1994, the Costa Rican Institute of Fisheries and Aquaculture was created, the competent body in all matters related to the regulation of the national fishing activity.
II.—That in accordance with article 12 of Law No. 8436, published in La Gaceta No. 78 of April 25, 2005, it is established that the Costa Rican Institute of Fisheries and Aquaculture shall be the executing authority of this Law and of the Fisheries and Aquaculture Development Plan to be issued by the Executive Branch.
III.—That through the aforementioned Law No. 8436, new revenues from registration, licenses and fines are provided to the Costa Rican Institute of Fisheries and Aquaculture, of which it must transfer 70% to the Universidad de Costa Rica, Universidad Nacional, Servicio Nacional de Guardacostas, Colegio Universitario de Guanacaste, and Colegio Universitario de Limón according to the percentage distribution determined by the cited Law.
IV.—That through Executive Decree No. 32270-H, published in La Gaceta No. 54 of March 17, 2005, the Budgetary Authority formulated the General Budgetary Policy Guidelines for 2006, which were made known to the Government Council and approved by the President of the Republic, establishing in article 2 of the cited Decree, the exclusion from budgetary expenditure of a series of budgetary concepts.
V.—That due to the foregoing, it is necessary to modify the budgetary expenditure exclusions established for INCOPESCA for the year 2006. Therefore, THEY DECREE:

I.—Que mediante la Ley Nº 7384, publicada en La Gaceta Nº 62 de 29 de marzo de 1994, se crea el Instituto Costarricense de Pesca y Acuacultura, órgano competente en todo lo referente a la regulación de la actividad pesquera nacional.
II.—Que de conformidad con el artículo 12 de la Ley Nº 8436, publicada en La Gaceta Nº 78 de 25 de abril de 2005, se establece que el Instituto Costarricense de Pesca y Acuacultura será la autoridad ejecutora de esta Ley y del Plan de Desarrollo Pesquero y Acuícola que dicte el Poder Ejecutivo.
III.—Que mediante la Ley Nº 8436 ya citada, se dota de nuevos ingresos por concepto de registro, licencias y multas al Instituto Costarricense de Pesca y Acuacultura los cuales deberá transferir el 70% de ellos a la Universidad de Costa Rica, Universidad Nacional, Servicio Nacional de Guardacostas, Colegio Universitario de Guanacaste, Colegio Universitario de Limón según la forma porcentual dictaminada por la citada Ley.
IV.—Que mediante el Decreto Ejecutivo Nº 32270-H, publicado en La Gaceta Nº 54 de 17 de marzo de 2005, la Autoridad Presupuestaria formuló las Directrices Generales de Política Presupuestaria para el 2006, las cuales fueron conocidas por el Consejo de Gobierno y aprobadas por el Presidente de la República, estableciendo en el artículo 2º del citado Decreto, la exclusión del gasto presupuestario una serie de conceptos presupuestarios.
V.—Que por lo anterior, resulta necesario modificar las exclusiones del gasto presupuestario dictaminadas para el INCOPESCA para el año 2006. Por tanto,
