12907-A and its amendments, Regulation to the Seed Law, which shall read as follows:
"Article 57—.
The registration of varieties in the public domain or of an unrecognized breeder (obtentor no reconocido) may be done either through the efforts of national research institutions or through the initiative of third parties. In highly qualified cases of national interest, the National Seed Office (Oficina Nacional de Semillas) may, by its own motion (de oficio), proceed with the registration of these varieties, in which case they shall be inscribed or registered in the name of the National Seed Office, without having to cancel the payment of any fee (tarifa)".
