"Article 3º—Requirements for the granting of a License to vessels dedicated to sport fishing and marine or continental tourist fishing as well as for the observation of aquatic species for the 'FIRST TIME':
- a)Owner of a national vessel:
a.1. Natural persons:
- Application form duly completed and signed by the owner, legal representative (apoderado), or captain. When dealing with the captain or legal representative (apoderado), present a legal document accrediting them as such.
- Present original and copy of one of the following documents, as applicable:
- Valid identity card (cédula de identidad).
- Valid residency card (cédula de residencia).
- Valid passport.
- Original certification that the vessel is registered with the National Vessel Registry (Registro Nacional de Buques).
- Present original and copy of the valid certificate of seaworthiness (certificado de navegabilidad).
- In the case of vessels dedicated to tourist fishing, present original and copy of the tourist declaration issued by the Costa Rican Tourism Institute (ICT).
- Present the respective valid fishing cards (carné de pesca) of the owner or the captain and of the crew members.
- In the case of vessels dedicated to tourist fishing and the observation of aquatic species, a suitable original document issued by the CCSS must be presented, demonstrating that they are registered and up-to-date with their obligations.
- Payment of the respective fee.
a.2. Legal persons:
- Application form duly completed and signed by the legal representative or captain. When dealing with the captain, present a legal document accrediting them.
- Present original and copy of one of the following documents, of the legal representative or the captain as applicable:
- Identity card (cédula de identidad).
- Valid residency card (cédula de residencia).
- Valid passport.
- Present original and copy of a valid legal entity identification card (cédula de persona jurídica).
- Submit an original of the registry or notarial certification of the legal status (personería jurídica) of the company, issued no more than one month prior.
- Original certification that the vessel is registered with the National Vessel Registry (Registro Nacional de Buques).
- Present original and copy of the valid certificate of seaworthiness (certificado de navegabilidad).
- In the case of vessels dedicated to tourist fishing, present original and copy of the tourist declaration issued by the Costa Rican Tourism Institute (ICT).
- Present the respective valid fishing cards (carné de pesca) of the owner or the captain and of the crew members.
- In the case of vessels dedicated to tourist fishing and the observation of aquatic species, a suitable original document issued by the CCSS must be presented, demonstrating that they are registered and up-to-date with their obligations.
- Payment of the respective fee.
b. Owner of a foreign vessel (only for sport fishing).
b.1. Natural persons:
- Application form duly completed and signed by the legal representative or captain. When dealing with the captain, present a legal document accrediting them as such.
- Present original of one of the following documents, of the owner or the captain as applicable:
- Identity card (cédula de identidad).
- Valid residency card (cédula de residencia).
- Valid passport.
- Valid tourist card (carné de turista) issued by the I.C.T.
- Present original and copy of the temporary importation certificate issued by the National Customs Service of the Ministry of Finance.
- Present original and copy of the permit for the vessel's stay in national waters issued by the Ministry of Public Works and Transport (MOPT).
- Present the respective valid fishing cards (carné de pesca) of the owner or the captain and of the crew members.
- Payment of the respective fee.
b. 2. Legal persons (national or foreign):
- Application form duly completed and signed by the legal representative or captain. When dealing with the captain, present a legal document accrediting them as such.
- Present original of one of the following documents, of the legal representative or the captain as applicable:
- Identity card (cédula de identidad).
- Valid residency card (cédula de residencia).
- Valid passport.
- Valid tourist card (carné de turista) issued by the I.C.T.
- Present original and copy of a valid legal entity identification card (cédula de persona jurídica).
- Submit an original of the registry or notarial certification of the legal status (personería jurídica) of the company, issued no more than one month prior (only for Costa Rican companies).
- Present original and copy of the temporary importation certificate issued by the National Customs Service of the Ministry of Finance.
