La norma se fundamenta en el artículo 32 de la Ley de Asociaciones, que faculta al Poder Ejecutivo para otorgar este estatus a aquellas asociaciones cuyas actividades contribuyan a solventar una necesidad social. Se reconoce que los fines de la asociación — el estudio, la investigación, la divulgación y la asesoría técnica en el campo de la conservación y reproducción de felinos y vida silvestre — satisfacen una necesidad social de primer orden, mereciendo el apoyo del Estado costarricense. El decreto establece la obligación de rendir un informe anual ante el Ministerio de Justicia y ordena la protocolización e inscripción del testimonio en el Registro de Asociaciones.
