throughout the entirety of the text - Complete Text of Norma 32295 Official Declaration of the Lyrics and Music of the Water Anthem (Himno al Agua) Complete Text acta: 8EBD7 Nº 32295 Nº 32295 THE PRESIDENT OF THE REPUBLIC AND THE MINISTERS OF HEALTH, OF PUBLIC EDUCATION, OF CULTURE, YOUTH AND SPORTS AND OF ENVIRONMENT AND ENERGY In use of the powers conferred upon them by Articles 140, subsections 3) and 18) and 146 of the Political Constitution; 27 and 28 of Law Nº 6227 of May 2, 1978 "Ley General de la Administración Pública".
I.-That Articles 6, 11, 46, 50, 69, 89, 129 and 188 of the Political Constitution establish that the State shall procure the greatest well-being of citizens by planning and stimulating production towards a just distribution of wealth, with a healthy, ecologically balanced environment.
II.-That air and water constitute the primary natural resource base for the human being and biodiversity, and the old theories of inexhaustible resources must be reversed with a new ethic that sustainably values and weighs those resources in their various cycles.
III.-That the Instituto Costarricense de Acueductos y Alcantarillados (AyA), for more than fifteen years, has incorporated within its ordinary activities of culture, education, and training regarding water resources, programs such as "La Escuela de Fontanería", "La Escuela Saludable", "El Defensor Infantil del Agua", "El Festival del Agua en la Canción", "La Bandera Ecológica", "El Sello Sanitario de Calidad", aimed at the creation and promotion of intelligence, awareness, and reorientation of the essential values that the human being must incorporate in the stewardship and integrated management of water resources.
IV.-That there was no Water Anthem (Himno al Agua), hence AyA took the initiative to commission the national composer Mr. Carlos Guzmán Bermúdez, with identification document number Nº 1-475-206, to compose the lyrics and music of the "Water Anthem (Himno del Agua)".
V.-That the Board of Directors of AyA, through agreement Nº 2003-401 in Article 6, subsection c), of ordinary session Nº 2003-075 held on October 7, 2003, adopted as official lyrics and music the composition of the aforementioned anthem.
VI.-That AyA submitted the Water Anthem (Himno al Agua) for consideration to the Ministry of Public Education, and through official communication SEAF-214-03 of November 25, 2003, it was accepted as official. Therefore:

en la totalidad del texto - Texto Completo Norma 32295 Declaración Oficial de la letra y música del Himno al Agua Texto Completo acta: 8EBD7 Nº 32295 Nº 32295 EL PRESIDENTE DE LA REPÚBLICA Y LOS MINISTROS DE SALUD, DE EDUCACIÓN PÚBLICA, DE CULTURA, JUVENTUD Y DEPORTES Y DE AMBIENTE Y ENERGÍA En uso de las facultades que les confieren los artículos 140, incisos 3) y 18) y 146 de la Constitución Política; 27 y 28 de la Ley Nº 6227 de 2 de mayo de 1978 "Ley General de la Administración Pública".
I.-Que los artículos 6º, 11, 46, 50, 69, 89, 129 y 188 de la Constitución Política, establecen que el Estado procurará el mayor bienestar de los ciudadanos planificando y estimulando la producción hacia una justa distribución de la riqueza, con un ambiente sano ecológicamente equilibrado.
II.-Que el aire y el agua constituyen la base de los recursos naturales de primer orden para el ser humano y la biodiversidad, y las antiguas teorías de recursos inagotables deben ser revertidas con una nueva ética que valore y pondere sosteniblemente dichos recursos en sus diversos ciclos.
III.-Que el Instituto Costarricense de Acueductos y Alcantarillados (AyA), desde hace más de quince años, ha incorporado dentro de su actividad ordinaria de cultura, educación y capacitación en el recurso hídrico, programas como "La Escuela de Fontanería", "La Escuela Saludable", "El Defensor Infantil del Agua", "El Festival del Agua en la Canción", "La Bandera Ecológica", "El Sello Sanitario de Calidad", orientados a la creación y fomento de inteligencia, conciencia y reorientación de los valores esenciales que el ser humano debe incorporar en la tutela y manejo integral del recurso hídrico.
IV.-Que no se contaba con un Himno al Agua por lo que el AyA toma la iniciativa de encomendarle al compositor nacional Don Carlos Guzmán Bermúdez, con cédula Nº 1-475-206, la composición de la letra y la música del "Himno del Agua".
V.-Que la Junta Directiva de AyA, mediante el acuerdo Nº 2003-401 en el artículo 6º, inciso c), de la sesión ordinaria Nº 2003-075 celebrada el día 7 de octubre del 2003, adoptó como letra y música oficial, la composición del precitado himno.
VI.-Que AyA sometió a consideración del Ministerio de Educación Pública, el Himno al Agua, y mediante el oficio SEAF-214-03 del 25 de noviembre del 2003, se acogió como oficial. Por tanto:
