THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF AGRICULTURE AND LIVESTOCK Based on articles 140 subsections 3), 8), 18) and 20) and 146 of the Political Constitution; articles 25, 27 subsection 1), 28 subsection 2b) of Law No. 6267 of May 2, 1978; General Public Administration Law; articles 34, 35 and 36; of Law No. 7779 of April 30, 1998; Land Use, Management and Conservation Law;

1That Law No. 7779 of April 30, 1998; Land Use, Management and Conservation Law, establishes in its article 34 that, in accordance with the areas defined in the National Plan, a Committee shall be created for each one, charged with directing the process of preparing the management, conservation, and recovery plans for the area and finally approving them, among other duties.
2That the Regulation to the aforementioned Law No. 7779 was issued through Executive Decree No. 29375-MAG-MINAE-S-HACIENDA-MOPT of August 8, 2000, published in the Official Gazette La Gaceta No. 57 of March 21, 2001; which establishes the procedure for the Creation of Committees by Management, Conservation, and Recovery Areas.
3That in order for the Area Committee of the Mancarrón River Basin, in the Zone of the Province of Heredia, to become operational, it is necessary to comply with the procedure set forth in article 21 of Executive Decree No. 29375-MAG-MINAE-S-HACIENDA-MOPT of the cited date. Therefore:

EL PRESIDENTE DE LA REPÚBLICA Y EL MINISTRO DE AGRICULTURA Y GANADERÍA Con fundamento en los artículos 140 incisos 3), 8), 18) y 20) y 146 de la Constitución Política; artículos 25, 27 inciso 1), 28 inciso 2b) de la Ley Nº 6267 de 2 mayo de 1978; Ley General de Administración Pública; artículos 34, 35 y 36; de la Ley Nº 7779 de 30 de abril de 1998; Ley de Uso, Manejo y Conservación de Suelos;

1Que la Ley Nº 7779 de 30 de abril de 1998; Ley de Uso, Manejo y Conservación de Suelos, establece en su artículo 34 que de acuerdo con las áreas definidas en el Plan Nacional, se creará para cada una, un Comité encargado de dirigir el proceso de elaboración de los planes de manejo, conservación y recuperación de suelos del área respectiva y aprobarlos finalmente, entre otras.
2Que el Reglamento a la Ley Nº 7779 citada, se emitió mediante el Decreto Ejecutivo Nº 29375-MAG-MINAE-S-HACIENDA-MOPT del 8 de agosto del año 2000, publicado en el Diario Oficial La Gaceta Nº 57 de 21 de marzo del 2001; mismo que establece el procedimiento para la Creación de los Comités por Áreas de Manejo, Conservación y Recuperación de Suelos.
3Que a efectos de que entre en operación el Comité de Área de la Cuenca del Río Mancarrón, en la Zona de la Provincia de Heredia, se hace necesario cumplir con el procedimiento señalado en el artículo 21 del Decreto Ejecutivo Nº 29375-MAG-MINAE-S-HACIENDA-MOPT de fecha citada. Por tanto:
