- 4That based on article 21, subsection d) of the Regulation for the provision of services and the granting of benefits of the Joint Institute of Social Aid, "Persons or families affected by situations previously classified as emergencies as specified in the emergency chapter of this Regulation" shall be subjects of the institutional services.
- 5That article 61 of the Regulation for the provision of services and the granting of benefits of the Joint Institute of Social Aid establishes what concerns emergency attention, for which article 61 provides that "IMAS shall coordinate with the National Commission for Risk Prevention and Emergency Attention and the Local Commissions, the disposition of material and human resources necessary for emergency attention, the social assessment of families, the granting of benefits and the participation of Non-Governmental Organizations in the attention of families, groups or communities, to face the immediate effects. The Institution shall participate in the phases before, during and after the emergency." (Amended by Agreement No. 073-2000, of article 4, of acta No. 014-2000, of February 16, 2000).
- 6That the Law Creating the Joint Institute of Social Aid, No. 4760 of May 4, 1971, establishes in its article 2 the purpose of solving the problem of extreme poverty in the country, and in its 4, subsection e), defines among its founding purposes "attending to the needs of social groups or persons who must be provided with means of subsistence when they lack them."
- 7That article 4 of the Regulation for the Provision of Services and the Granting of Benefits of the Joint Institute of Social Aid, published in La Gaceta No. 102 of May 29, 2000, defines the concept of poverty as: "A complex phenomenon or situation of a cyclical or structural nature, multifaceted and heterogeneous, that affects people and is characterized by their precarious housing and sanitary conditions, low educational levels, unstable insertion in the productive system, conditions of social risk, with little or no incorporation into mechanisms of social participation, insufficient resources to satisfy basic needs (nutritional, health, education and housing), and in some cases absence or insufficiency of skills, aptitudes, tools and opportunities to generate and accumulate income."
- 8That in accordance with the aforementioned policies, it is necessary to establish a subsidy for workers in the area affected by the recent natural events. Therefore:
