in the entirety of the text - Complete Text of Norm 32164 Modifies the budgetary expenditure limit for the Agricultural Development Project of the Nicoya Peninsula, established in the 2005 Budgetary Policy Directives Complete Text of record: 7ADB3 Nº 32164 Nº 32164 THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF FINANCE Based on the powers conferred upon them by Articles 140, subsections 3) and 18) and 146 of the Political Constitution; Articles 25, subsection 1), 27, subsection 1) and 28, subsection 2) item b) of Law No. 6227 or the General Law of Public Administration of May 2, 1978, Law No. 8131 or the Law of the Financial Administration of the Republic and Public Budgets of September 18, 2001, and its Regulations, Law No. 7659 of February 28, 1997 and Executive Decree No. 31708-H of March 16, 2004.
1st-That through Law No. 7659, published in La Gaceta No. 66 of April 7, 1997, a loan agreement was approved between the Republic of Costa Rica and the International Fund for Agricultural Development (IFAD) to finance the Agricultural Development Project of the Nicoya Peninsula (PRODAPEN).
2nd-That in compliance with the conditions of said loan agreement, PRODAPEN is responsible for the financing and technical advisory services to producers in the area, as well as the execution of several infrastructure projects for the development of the Nicoya Peninsula, for a term of 6 years.
3rd-That upon the technical closure of this project, a loan remainder would remain, which is why the Ministry of Finance and the Ministry of Agriculture and Livestock negotiated with the International Fund for Agricultural Development the use of said remainder in the execution of a Pilot Plan for Rural Competitiveness that would be promoted by the MEIC in the project's area of influence.
4th-That the technical closure of this project is scheduled for June 2005, which is why it is necessary to have the expenditure authorization in order to achieve the execution of the resources at the beginning of the year 2005. 5th-That through Executive Decree No. 31708-H, published in La Gaceta No. 62 of March 29, 2004, the Budgetary Authority formulated the General Budgetary Policy Directives for 2005, which were reviewed by the Governing Council and approved by the President of the Republic, establishing in Article 1 of said Decree the budgetary expenditure limit for the present year, for the entities covered under the scope of the aforementioned Collegiate Body. 6th-That through official communication STAP-CIRCULAR STAP-0435-04 of April 14, 2004, the 7th-In order to request the total disbursement of the contracted funds, the Entity requested, through official communication No. 010-04 of November 29, 2004, the expansion of the total budgetary expenditure limit for the year 2005. Therefore:
