Considering:
7384, published in the Official Gazette La Gaceta No. 62 of March 29, 1994, INCOPESCA is empowered to regulate and manage the subsidies that the state allocates to the fishing and aquaculture sector, likewise, it is responsible and in charge of the administration and control of the efficient use of fuel, destined for non-sport fishing activity.

Therefore, IT IS AGREED:
"Article 19º-When the beneficiary is unable to purchase the fuel, they must submit, within the first 10 business days counted from the date of arrival of the last fishing trip at the base port of operation, the written justification and the 'preferential fuel' application with the complete and correct documentation; the SCAC will record the submission thereof, for purposes of issuing the Fuel Purchase Order within a period of no more than 120 calendar days. Once said period has expired without the application having been made effective by the beneficiary, it shall expire by operation of law."
