COMPLEMENTARY AGREEMENT ON COOPERATION AND TECHNICAL ASSISTANCE BETWEEN THE GOVERNMENT OF THE REPUBLIC OF COSTA RICA AND THE GOVERNMENT OF THE REPUBLIC OF ECUADOR IN THE AREA OF THE ENVIRONMENT The Governments of the Republic of Costa Rica and the Republic of Ecuador, hereinafter the Parties, animated by the desire to strengthen horizontal cooperation relations in accordance with the provisions of the Basic Agreement on Technical Cooperation, signed on March 8, 1979, in force between the Parties.
Considering that the Ministries of Environment and Energy of Costa Rica and Environment of Ecuador are the national authorities responsible for defining and regulating environmental policies and for coordinating plans, projects, and programs aimed at achieving a healthy environment, through participatory, equitable, and supportive management. Among their functions are the design of sustainable strategies for conservation, the promotion of development, community participation, with a gender perspective, and the incorporation of the environmental dimension into public management and citizen values.
Bearing in mind that both Ministries have promoted a set of plans, programs, and projects that have developed content, methodologies, and assistance, and cooperation actions.
Taking into account that both Ministries have identified topics of priority interest for mutual cooperation and technical assistance: a) Conservation and sustainable use of Biodiversity; b) Management and administration of National Parks and other protected areas; c) Environmental Services; d) Ecotourism; e) Community participation.
