- A)Purposes: The conservation and protection of nature in this zone, extensive land development. Tourism projects must integrate into the forest component, respecting existing trees to the maximum extent possible. Tourism development must be selective and low-density, seeking to make use of the spaces. This zone will provide lodging and food services to national and foreign tourists.
- B)Location: Located in the area designated in each of the sectors, between boundary markers 1 to 9 plus 50 meters, from number 838 to 854, from number 22 to 25, from number 26 to 27, from number 904 to 909, and from boundary markers 533 to 542.
- C)Permitted uses: Hotel, cabins, rental apartments, restaurants, cafeterias, bar, outdoor sports.
- D)Conditional uses: Dance hall, discotheque, sporting goods store, single-family dwelling.
- E)Non-conforming uses: All those not associated with tourism activities.
- F)Requirements: The interested party must submit a development project for the concession area, within a period not exceeding six months after approval of their concession application, indicating:
§ Applicant's name and address.
§ Project name.
§ Topographic map (plano de curvas de nivel) with contour lines every 0.50 meters and location of existing trees with a diameter greater than 30 cm or species of smaller diameters with ecological importance. The approximate height of each must be included in this information.
§ Site design plan at a scale of 1:100 (plano de diseño de sitio a escala 1.100).
§ Longitudinal and transversal sections of the project.
§ Estimated budget for the works.
§ Form of financing.
§ Potable water supply system and wastewater disposal system.
§ Compliance with the provisions of the Organic Environmental Law (Ley Orgánica del Ambiente) and other environmental standards established in current legislation is required.
§ Descriptive report of the project indicating: execution timelines, potential market, quality of the facilities, administration, personnel to be employed, rates to be charged, services to be charged.
The site design must conform as much as possible to the following restrictions:
§ Side setbacks (Retiro laterales), 5 meters.
§ Front setback (Retiros frontal), 10 meters.
§ Area designated for green zone, 35% minimum.
§ Recreational area, 10%.
§ Commercial equipment area, 0.5%.
§ Internal roads, 15% maximum.
§ Maximum building coverage (Cobertura máxima), 30%.
§ Maximum height, depending on the tree cover (arborización), two stories.
§ Width of internal roads, 6 meters.
§ Minimum lot area, 2,000 square meters.
§ Respect for existing tree cover (as defined by the current Forestry Law (Ley Forestal)).
Once this preliminary project is approved, the interested party must prepare the construction plans for the infrastructure works and facilities, which must comply with the standards established for this purpose by the Federated College of Engineers and Architects (Colegio Federado de Ingenieros y Arquitectos, CFIA), the National Institute of Housing and Urbanism (Instituto Nacional de Vivienda y Urbanismo, INVU), the Ministry of Health (Ministerio de Salud, MSP), and the Costa Rican Tourism Institute (Instituto Costarricense de Turismo, ICT).
- G)Concessions: Shall be granted according to the process established by Law No. 6043 on the Maritime-Terrestrial Zone (Ley Nº 6043 de Zona Marítimo Terrestre).
