For the purposes of this Regulation, the following shall be understood as:
PIMA: Programa Integral de Mercadeo Agropecuario, created by Law No. 6142 of November 25, 1977 and its amendments.
Board of Directors (Consejo Directivo) of PIMA: Issues the financial policy instruments, administration of resources, approves the Regulation and its amendments, the projects submitted by the Management of PIMA for the allocation of financial resources, and the assistance and marketing support programs for agricultural and hydrobiological products, whether these are reimbursable or non-reimbursable, based on the studies and recommendations of the Credit Committee, concerning its specific functions, and general administration, in accordance with the respective laws in other aspects.
Management (Gerencia) of PIMA: Submits the projects to the Board of Directors for resolution.
Executes the respective agreements.
Credit Committee (Comité de Crédito): Is composed of the Legal Advisor, the Head of the Financial Administrative Directorate, and the Head of the PROAMER Executing Unit, who will serve as its coordinator. Its functions are: to analyze and issue criteria to the Management on all credit projects submitted and endorsed, taking into consideration technical, legal elements and those established in this Regulation, the laws, and other directives issued by the governing bodies of economic policy and the oversight bodies.
Executing Unit (Unidad Ejecutora): Budgets the resources, controls budget execution, manages relationships with other institutional and extra-institutional instances, administers the program's personnel, and executes its own purposes. Performs the ex-ante, during, and ex-post evaluation of projects.
BOARD OF DIRECTORS (CONSEJO DIRECTIVO) OF PIMA: Board of Directors of PIMA, established in Article IV of Law No. 6142 and its amendments.
MARKET STUDIES AND DEVELOPMENT DIRECTORATE (DIRECCIÓN DE ESTUDIOS Y DESARROLLO DE MERCADOS): Directorate of PIMA.
PROAMER: Programa de Apoyo al Mercadeo Agropecuario.
Executing Unit (Unidad Ejecutora): Will be the executive arm of the program.
BENEFICIARIES: The organizations of small and medium agricultural and hydrobiological producers throughout the Costa Rican territory that qualify to be subjects of the benefits of this program, who must certify that they correspond to these groups, in accordance with this Regulation.
PRODUCER ORGANIZATION: An agricultural and hydrobiological organization shall be understood as that grouping of producers legally constituted as an association, cooperative, cantonal agricultural centers, unions, or another legal figure, that meets the requirements set forth in this Regulation.
SMALL PRODUCER: One who is engaged in agricultural activities for at least 70% of their time with the participation of the family nucleus, the remaining 30% dedicated to non-own agricultural activities, and whose gross income is not greater than 25 thousand US dollars annually or its equivalent in colones at the exchange rate of the day.
MEDIUM PRODUCER: A medium agricultural producer shall be understood as those natural persons who employ a maximum of 20 workers, who are engaged in agricultural activities for at least 60% of their time with the participation of the family nucleus, and the remaining 40% dedicated to non-own agricultural activities, and whose gross income is not greater than 75 thousand US dollars annually or its equivalent in colones at the exchange rate of the day.
