IT IS AGREED:
"In ordinary session of the Board of Directors No. 5317, article 2, subsection II, held on August 3, 2004, it was agreed to approve the following amendment to the Regulations of the General Master Plan of the Golfo de Papagayo Tourist Project with the following text:
1. That the Regulations of the Master Plan of the Golfo de Papagayo Tourist Project were approved by the Board of Directors in its session No. 4572, article 2, subsection VIII, of July 10, 1995, and published in the Official Gazette La Gaceta No. 140 of July 24, 1995.
2. That the Governing Council of the Golfo de Papagayo Tourist Pole, in its session No. 23-2004, article 5, subsection c), of August 3, 2004, has determined it essential that, in order to promote the objectives pursued in the General Master Plan, it is advisable to establish a general guiding principle stipulating a uniform procedure whereby the holders of concessions granted in the area who deem it necessary for the development of their tourist project adopt regulations that allow for the creation of service administrator organizations responsible for the administration, operation, and maintenance of the infrastructure of the concessions, as well as the internal regulations under which they will operate.
3. That the Board of Directors likewise considers it appropriate to modify the current Regulations of the General Master Plan of the Golfo de Papagayo Tourist Project, by amending its article 3, with a new subsection incorporating this new general guiding principle of the Master Plan. Therefore, IT AGREES:

SE ACUERDA:
"En sesión ordinaria de Junta Directiva Nº 5317, artículo 2, inciso II, celebrada el 3 de agosto del 2004, se acordó aprobar la siguiente reforma al Reglamento del Plan Maestro General del Proyecto Turístico Golfo de Papagayo con el siguiente texto:
1. Que el Reglamento al Plan Maestro del Proyecto Turístico Golfo de Papagayo fue aprobado por la Junta Directiva en su sesión Nº 4572, artículo 2, inciso VIII, de 10 de julio de 1995 y publicado en el Diario Oficial La Gaceta Nº 140 de 24 de julio de 1995.
2. Que el Consejo Director del Polo Turístico Golfo de Papagayo en su sesión Nº 23-2004, artículo 5, inciso c), del 3 de agosto del 2004, ha determinado indispensable que para promover los objetivos perseguidos en el Plan Maestro General, es conveniente establecer un principio general orientador por el cual se estipule un procedimiento uniforme en el que los titulares de las concesiones otorgadas en el área que lo consideren necesarios para el desarrollo de su proyecto turístico, adopten las regulaciones que permitan la creación de organizaciones administradoras de servicios a cargo de la administración, operación y mantenimiento de la infraestructura de las concesiones, así como los reglamentos internos con que vayan a operar.
3. Que la Junta Directiva igualmente considera apropiado modificar el actual Reglamento al Plan Maestro General del Proyecto Turístico Golfo de Papagayo, mediante la reforma a su artículo 3º, con un nuevo inciso que incorpore ese nuevo principio general orientador del Plan Maestro. Por lo tanto, ACUERDA:
