For the purposes of this Regulation, the following terms shall mean:
- a)Subscriber (Abonado): the natural or legal person who owns the property (finca), lot, or building of any nature, to whom the potable water service is provided.
- b)Contribution (Aporte): Collaboration in materials or money, a right that the Municipality reserves to request from new subscribers for the improvement or provision of the service.
- c)Department (Departamento): Desarrollo y Control Urbano of the Municipality of Upala.
- d)Connection Fee (Derecho de Conexión): Term used to describe the value, the sum that the subscriber must pay in advance to the Municipality for connecting the potable water service to their property.
- e)Reconnection Fee (Derecho de Reconexión): Term used to describe the value, the effective sum that the subscriber must pay in advance to the Municipality for the reconnection of the potable water service that was suspended.
- f)Property (Finca): Land or lot, with or without its respective building, duly individualized in the Registro Público de la Propiedad or unregistered.
- g)Water Meter (Hidrómetro): Meter used for the purpose of recording the water consumption used by the subscriber or user.
- h)Independent Connection (Independización): The new water connection(s) (pajas de agua) required to service one or more physical segregations of a property (finca).
- i)Installations: The system of pipes and accessories, both public networks and intra-domiciliary, of the aqueduct.
- j)Domiciliary Installations (Instalaciones Domiciliaria): Internal potable water system of the homes.
- k)Property (Finca): Portion of land registered or not in the Registro Nacional.
- l)Municipality (Municipalidad): Municipality of Upala.
- m)Water Connection (Paja de Agua): The pipe and accessories between the aqueduct distribution network and the property line with the public road.
- n)Stub-out (Prevista): The pipe and accessories between the main pipe and the property line with the public road, left installed for a future service connection.
- o)Branch Line (Ramal): The extension or increase in length of the aqueduct distribution network, which is necessary for service up to the property.
- p)Aqueduct Service (Servicio de Acueducto): Supply of potable water provided by the Municipality to the subscriber or user.
- q)Service Suspension (Suspensión del Servicio): Temporary deprivation of the potable water service.
- r)Water Use (Uso del Agua): The main destination that the subscriber to the Municipality of Upala determines for the potable water service, which is classified as:
. Residential (Residencial): For dwelling houses, whether occupied by their owner or not. Corresponding to Tariff No. 1.
. Ordinary (Ordinaria): For offices, commercial and industrial businesses where water is used mainly for human consumption. Corresponding to Tariff No. 2.
. Reproductive-Commercial (Reproductiva-Comercial): For businesses or industries that use potable water as raw material or accessory to it for the production of goods or the provision of their services. These include: Hotels, motels, small restaurants (sodas), bars (cantinas), cafeterias, gas stations, soft drink factories, breweries, milk processing plants, and, in general, all industries and businesses that use water as raw material or as an element for producing their goods or providing their services. Corresponding to Tariff No. 3.
. Preferential (Preferencial): For charitable, educational, and religious worship facilities. Corresponding to Tariff No. 4.
. Government (Gobierno): For offices or institutions of the central government, public powers, and decentralized institutions of the State. Excluded are services classified in the fourth category and agencies having company status, which are classified in the second and third categories. (State facilities exclusively). Corresponding to Tariff No. 5.
- s)User (Usuario): The natural or legal person who uses the water services; may be the subscriber or another person distinct from them.
- t)Public Fountain or Public Tap (Fuente Pública o Paja Pública): Potable water supply location, which shall be public and free of charge.
