Full Text acta: 75039 Nº 31856-MINAE Nº 31856-MINAE THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF ENVIRONMENT AND ENERGY In accordance with Article 140, subsections 3) and 18) and 146 of the Political Constitution, and Article 28 of the General Law of Public Administration N° 6227.

1That the Ministry of Environment and Energy and the Forestry Commission for Latin America and the Caribbean (COFLAC) of the Food and Agriculture Organization of the United Nations (FAO), have agreed to hold the 23rd Meeting of the COFLAC, in Costa Rica on the days of October 18 to 23, 2004.
2That said activity will bring together the forestry directors of Latin America and the Caribbean, the Director of the Forestry Department of FAO in Rome, authorities of the FAO Regional Office in Santiago de Chile, as well as international observers from forestry organizations or institutions interested in the forestry area.
3That the mission of the Costa Rican State is, in accordance with the National Forest Development Plan, to articulate the efforts of the different social and economic sectors for the comprehensive management of the forest resource, promoting joint actions and local, regional, national, and international strategic alliances.
4That Costa Rica for more than thirty years has fought for the recovery of forests in degraded areas, achieving very important advances in reforestation, novel financial mechanisms for the recognition of environmental services, the establishment of the protected area system, and sustainable use of the country's productive forests.
5That the Forestry Commission for Latin America and the Caribbean (COFLAC) has the functions of advising countries on the formulation of forestry policies, and reviewing and coordinating their application at the regional level. As well as exchanging information through special auxiliary bodies and recommending the most suitable methods and measures regarding technical forestry problems.
6That the selection of Costa Rica as the venue for the 23rd Meeting of the COFLAC is a recognition to the country for the effort it has made in the conservation and sustainable use of natural resources. Therefore:

Texto Completo acta: 75039 Nº 31856-MINAE Nº 31856-MINAE EL PRESIDENTE DE LA REPÚBLICA Y EL MINISTRO DEL AMBIENTE Y ENERGÍA De conformidad con el artículo 140, inciso 3) y 18) y 146 de la Constitución Política, y el artículo 28 de la Ley General de la Administración Pública N° 6227.

1Que el Ministerio del Ambiente y Energía y la Comisión Forestal para Latinoamérica y el Caribe (COFLAC) de la Organización de las Naciones Unidas para la Agricultura y la Alimentación (FAO), han convenido celebrar la 23° Reunión de la COFLAC, en Costa Rica los días 18 al 23 de octubre del 2004.
2Que dicha actividad reunirá a los directores forestales de Latinoamérica y el Caribe, al Director del Departamento de Montes de la FAO en Roma, autoridades de la Oficina Regional de FAO en Santiago de Chile, así como observadores internacionales de organizaciones o instituciones forestales interesadas en el área forestal.
3Que siendo la misión del Estado costarricense, de conformidad con el Plan Nacional de Desarrollo Forestal, articular los esfuerzos de los diferentes sectores sociales y económicos para el manejo integral del recurso bosque, promoviendo acciones conjuntas y alianzas estratégicas locales, regionales, nacionales e internacionales.
4Que Costa Rica desde hace más de treinta años ha luchado por la recuperación de los bosques en áreas degradadas, logrando avances muy importantes en cuanto a reforestación, mecanismos financieros novedosos para el reconocimiento de los servicios ambientales, el establecimiento del sistema de área protegidas y aprovechamiento sostenible de los bosques productores del país.
5Que la Comisión Forestal para Latinoamérica y el Caribe (COFLAC), tiene como funciones asesorar a los países en la formulación de políticas forestales, revisar y coordinar su aplicación en el plano regional. Así como intercambiar información por conducto de órganos auxiliares especiales y aconsejar los métodos y medidas más adecuados respecto a los problemas técnicos forestales.
6Que la escogencia de Costa Rica como sede de la 23° Reunión de la COFLAC, es un reconocimiento al país por el esfuerzo que ha realizado en la conservación y al uso sostenible de los recursos naturales. Por tanto:

Artículo 1 — —Declare of Public Interest the 23rd Meeting of the Forestry Commission of Latin America and the Caribbean, to be held in Costa Rica from October 18 to 23, 2004.

Artículo 2 — —National public and private institutions shall provide, to the extent of their possibilities, the collaboration and facilities within their reach without detriment to their own functions, for the holding of the meeting, all within the corresponding legal framework.

Artículo 3 — —It shall be in force as of its publication.
