4366 of August 19, 1969, it is the responsibility of the Executive Branch to declare the creation of districts, indicating their head town, towns that comprise them, and their detailed boundaries; as well as the study of the administrative territorial division to promote the proper administrative organization of the country.

82 of December 17, 2003, accepted the given recommendation.

89 of May 13, 2003; approved the creation of the fourth district, Telire, and the modification of the boundaries of the Bratsi, Sixaola, and Cahuita districts of the Talamanca canton. Therefore,

• a)With the Bratsi district: It begins at the confluence of the Sixaola and Telire rivers, at coordinate 390 700 585 575, from there it goes upstream along the Telire River, westward, until reaching the mouth of the Shebei stream (quebrada), then it continues upstream along the Shebei stream (quebrada), to its spring (naciente) at the Bitárkara hill (cerro) of 1,025 m, at coordinate 398 975 557 975.
• b)With the Limón canton: It begins at the Bitárkara hill (cerro), at coordinate 398 975 557 575, it continues westward, along the watershed divide (divisoria de aguas), until reaching the Jacrón hill (cerro) of 1,385 m. Along the same watershed divide (divisoria de aguas), it continues northwestward, until reaching the Dichibeta hill (cerro) of 1,525 m, now in a westward direction, and always following the watershed divide (divisoria de aguas) that divides the headwaters of the Morein and Estrella rivers, it reaches the elevation points of 1,200 m, 1,708 m, and 2,002 m, until intercepting the Fila de Matama, at coordinate 184 300 611 550, now south-westward along the Fila de Matama, it reaches the Massif of the Chirripó Grande hill (cerro) of 3,749 m, then southward and along the same ridge (fila), it culminates at the Chirripó hill (cerro) of 3,819 m, at coordinate 381 700 519 300.
• c)With the Pérez Zeledón canton: It begins at the Chirripó hill (cerro), at 3,819 m, at coordinate 381 700 519 300, then continuing southward along the crest line (línea de cresta), passing through the Pirámide hills (cerros), the Northeast Peak, the Southeast Peak (according to the Durika topographic sheet), the Amó, Amí hills (cerros), until reaching the Ena hill (cerro) of 3,126 m, at coordinate 368 775 525 860.
• d)With the Buenos Aires canton: It begins at the Ena hill (cerro), at coordinate 368 775 525 860, following the crest line (línea de cresta) eastward, passing through the Derí, Cabecar, Brunka, Akatá, Eli, Aká, Dúrika, Akó, Surí, Betsú, Betú, Arbolado, Hakú hills (cerros), until reaching the Utyum hill (cerro), along the same crest line (línea de cresta) it now continues south-eastward, through the Diká, Mok, Dudu, Kasir, Bekom, Singri, Aká, Platanillo hills (cerros), to end at coordinate 338 900 576 225.
• e)With the Coto Brus canton: Starting at coordinate 338 900 576 225, it continues along the crest line (línea de cresta) that goes south-eastward, passing through the Turubo hill (cerro), until reaching the Kiki vertex (vértice) of 2,732 m, continuing along the crest line (línea de cresta) eastward, and ending at coordinate 336 925 580 300.
• f)With the Republic of Panama: It begins at coordinate 336 925 580 300, to continue with a true north, for a distance of 43,825 meters and thus reach the Namú-Uoki hill (cerro), at coordinate 380 750 580 225. From here it continues along a geodesic line, which has a distance of 10,500 meters, to reach coordinate 383 200 590 450, which intersects with the Yorkín River. Finally, it continues downstream along the Yorkín River, to end at the confluence of the Yorkín and Sixaola rivers at coordinate 390 700 585 575.

• a)With the Telire district: It begins at the confluence of the Sixaola and Yorkín rivers, at coordinate 390 700 585 575, from here it goes upstream along the Telire River, in a westward direction, until reaching the mouth of the Shebei stream (quebrada). Upstream along the Shebei stream (quebrada), it reaches its spring (naciente), at the Bitárkara hill (cerro), of 1,025 m, at coordinate 398 975 557 975.
• b)With the Limón canton: Starting at the Bitárkara hill (cerro), at coordinate 398 975 557 975, it continues southward along the crest line (línea de cresta), until reaching the edge of the elevation point of 879 m, from here it continues in an eastward direction, along the watershed divide (divisoria de aguas) of the Jamey and Lucha sin fin streams (quebradas), up to the elevation point of 665 m, always in an eastward direction, and along the crest line (línea de cresta) of what is called Lomas Tsipúbeta, it reaches the Mirador hill (cerro), and from here to the Uatsi hill (cerro), of 630 m, it now continues in a northeastward direction, until reaching the elevation point of 515 m, then in a northward direction, it reaches the elevation point of 499 m, further north it reaches 510 m. In a south-eastward direction, and along the same crest line (línea de cresta), it culminates at coordinate 400 700 583 900.
• c)With the Cahuita district: Departing from coordinate 400 700 583 900, and following the crest line (línea de cresta), in a southward direction, it reaches the elevation point of 478 m, then along the same crest line (línea de cresta), and now in an eastward direction, it descends until crossing the Carbón River, to then ascend and meet with the elevation point of 342 m, further on with the elevation point of 318 m, it continues along the same crest line (línea de cresta), to then descend and cross the Sand Box River, it continues until the Turúa vertex (vértice) of 290 m, to end, in a south-eastward direction, at the elevation point of 187 m, at coordinate 396 100 596 675.
• d)With the Sixaola district: It begins at the elevation point of 187 m, at coordinate 396 100 596 675, from here it continues in a southward direction, until intercepting a road that along it descends to the Sixaola River, and culminating at coordinate 394 350 596 300.
• e)With the Republic of Panama: From the Sixaola River, at coordinate 394 350 596 300, it continues upstream along the same river until reaching the mouth of the Telire River with the Sixaola River, at coordinate 390 700 585 575.

• a)With the Republic of Panama: It begins at the mouth of the Sixaola River in the Caribbean Sea, at coordinate 391 500 620 775, then following the same river upstream, until intercepting the road that is at coordinate 394 350 596 300.
• b)With the Bratsi district: It begins at the road that intercepts the Sixaola River at coordinate 394 350 596 300, from here it continues along this same route northward, and then crosses the railway line, until reaching the elevation point of 187 m, at coordinate 396 100 596 675.
• c)With the Cahuita district: From the elevation point of 187 m, at coordinate 396 100 596 675, it continues eastward along the crest line (línea de cresta), until reaching the elevation point of 112 m, at coordinate 396 275 601 275, always in an eastward direction, it reaches the elevation point of 118 m, at coordinate 395 300 605 150, and then to the elevation point of 114 m. Now continuing south-eastward, and always along the crest line (línea de cresta) until encountering the edge (filo) of the spring (naciente) of the Caña stream (quebrada), from here it heads northward, also along the crest line (línea de cresta), until reaching the spring (naciente) of the Milla stream (quebrada), continuing downstream along the Milla stream (quebrada), to end by flowing into the Caribbean Sea, at coordinate 395 500 615 500.
• d)With the Caribbean Sea: From the mouth of the Milla stream (quebrada), into the Caribbean Sea, at coordinate 395 500 615 500, it continues along the coastline south-eastward to end at the mouth of the Sixaola River, at coordinate 391 500 620 775.

• a)With the Limón canton: It begins at the mouth of the Tuba River at coordinate 194 200 660 450, to continue upstream along the Tuba River until reaching its spring (naciente), then ascend to the elevation point of 401 m, then continue along the crest line (línea de cresta) and in a south-eastward direction, until reaching the elevation point of 218 m, then to that of 318 m. In the same direction, and along the crest line (línea de cresta), it continues to the elevation point at 498 m, at coordinate 401 100 583 950, to end at coordinate 400 700 583 900.
• b)With the Bratsi district: From coordinate 400 700 583 900, it continues along the crest line (línea de cresta) southward, until reaching the elevation point of 478 m, now in an eastward direction, and along the same crest line (línea de cresta), it descends, and crosses the Carbón River, taking up the crest line (línea de cresta) again, until reaching the elevation point of 342 m, and further on to the elevation point of 318 m. Always in an eastward direction, it crosses the Sand Box River, to take up again the crest line (línea de cresta), until reaching the Turúa vertex (vértice) of 290 m, then in a south-eastward direction, it reaches the elevation point of 187 m, at coordinate 396 100 596 700.
• c)With the Sixaola district: From the elevation point of 187 m, at coordinate 396 100 596 700, it continues eastward along the crest line (línea de cresta), until reaching the elevation point of 112 m, at coordinate: 396 275 601 275, always in an eastward direction, it reaches the elevation point of 118 m, and then to the elevation point of 114 m. Now continuing south-eastward, and always along the crest line (línea de cresta) until encountering the edge (filo) of the spring (naciente) of the Caña stream (quebrada), from here it heads northward, also along the crest line (línea de cresta), until reaching the spring (naciente) of the Milla stream (quebrada), continuing downstream along the Milla stream (quebrada), to end at its mouth in the Caribbean Sea, at coordinate 395 500 615 500.
• d)With the Caribbean Sea: It begins at the mouth of the Milla stream (quebrada), into the Caribbean Sea, at coordinate 395 500 615 500, to then continue along the coastline, in a north-westward direction, to end at the mouth of the Tuba River, at coordinate 194 200 660 450.

• a)Con el distrito Bratsi: Se inicia en la confluencia de los ríos Sixaola y Telire, en la coordenada 390 700 585 575, de ahí se parte aguas arriba por el río Telire, hacia el oeste, hasta llegar a la desembocadura de la quebrada Shebei, luego se sigue aguas arriba por la quebrada Shebei, hasta su naciente en el cerro Bitárkara de 1 025 m, en la coordenada 398 975 557 975.
• b)Con el cantón Limón: Se inicia, en el cerro Bitárkara, en la coordenada 398 975 557 975, se sigue hacia el oeste, por la divisoria de aguas, hasta llegar al cerro Jacrón de 1 385 m. Por la misma divisoria de aguas se sigue hacia el noroeste, hasta llegar al cerro Dichibeta, de 1 525 m, ahora en dirección oeste, y siguiendo siempre la divisoria de aguas que divide las nacientes de los ríos Morein y Estrella, se llega a los puntos de elevación de 1 200 m, 1 708 m y 2 002 m, hasta interceptar la Fila de Matama, en la coordenada 184 300 611 550, ahora al suroeste por Fila de Matama, se llega al Macizo del cerro Chirripó Grande, de 3 749 m, luego hacia el sur y por la misma fila, se culmina en el cerro Chirripó de 3 819 m, en la coordenada 381 700 519 300.
• c)Con el cantón Pérez Zeledón: Se inicia en el cerro Chirripó, a 3 819 m, en la coordenada 381 700 519 300, siguiendo luego hacia el sur por la línea de cresta, pasando por los cerros Pirámide, el Pico Noreste, el Pico Sureste (según hoja topográfica Durika), los cerros Amó, Amí, hasta llegar al cerro Ena, de 3 126 m, en la coordenada 368 775 525 860.
• d)Con el cantón Buenos Aires: Se inicia en el cerro Ena, en la coordenada 368 775 525 860, siguiendo la línea de cresta hacia el este, pasando por los cerros; Derí, Cabecar, Brunka, Akatá, Eli, Aká, Dúrika, Akó, Surí, Betsú, Betú, Arbolado, Hakú, hasta llegar al cerro Utyum, por la misma línea de cresta se sigue ahora al sureste, por los cerros Diká, Mok, Dudu, Kasir, Bekom, Singri, Aká, Platanillo, para terminar en la coordenada 338 900 576 225.
• e)Con el cantón Coto Brus: Iniciando en la coordenada 338 900 576 225, se sigue por la línea de cresta que va hacia el sureste, pasando por el cerro Turubo, hasta llegar al vértice Kiki de 2 732 m, siguiendo por la línea de cresta hacia el este, y terminar en la coordenada 336 925 580 300.
• f)Con la República Panamá: Se inicia en la coordenada 336 925 580 300, para seguir con un norte franco, de una distancia de 43 825 metros y así llegar al cerro Namú-Uoki, en la coordenada 380 750 580 225. De aquí se sigue por una línea geodésica, que tiene una distancia de 10 500 metros, para llegar a la coordenada 383 200 590 450, que intersecta con el río Yorkín. Finalmente se sigue aguas abajo por el río Yorkín, hasta terminar en la confluencia de los ríos Yorkín y Sixaola en la coordenada 390 700 585 575.

• a)Con el distrito Telire: Inicia en la confluencia de los ríos Sixaola y Yorkín, en la coordenada 390 700 585 575, de aquí se parte aguas arriba por el río Telire, en dirección oeste, hasta llegar en la desembocadura de la quebrada Shebei. Aguas arriba por la quebrada Shebei, se llega hasta su naciente, en el cerro Bitárkara, de 1 025 m, en la coordenada 398 975 557 975.
• b)Con el cantón Limón: Iniciando en el cerro Bitárkara, en la coordenada 398 975 557 975, se sigue hacia el sur por la línea de cresta, hasta llegar al borde del punto de elevación de los 879 m, de aquí se sigue en dirección este, por la divisoria de aguas de las quebradas Jamey y Lucha sin fin, hasta el punto de elevación de los 665 m, siempre en dirección este, y por la línea de cresta de lo que se denomina Lomas Tsipúbeta, se llega hasta el cerro Mirador, y de aquí hasta el cerro Uatsi, de 630 m, se sigue ahora en dirección noreste, hasta llegar al punto de elevación de los 515 m, luego en dirección norte, se llega al punto de elevación de los 499 m, más hacia el norte se llega a los 510 m. En dirección sureste, y por la misma línea de cresta, se culmina en la coordenada 400 700 583 900.
• c)Con el distrito Cahuita: Partiendo de la coordenada 400 700 583 900, y siguiendo la línea de cresta, en dirección sur, se llega al punto de elevación de los 478 m, luego por la misma línea de cresta, y ahora en dirección este, se baja hasta cruzar el río Carbón, para luego subir y encontrarse con el punto de elevación de los 342 m, más adelante con el punto de elevación de los 318 m, se sigue por la misma línea de cresta, para luego bajar y cruzar el río Sand Box, se sigue hasta el vértice Turúa de 290 m, para finalizar, en dirección sureste, en el punto de elevación de los 187 m, en la coordenada 396 100 596 675.
• d)Con el distrito Sixaola: Comienza en el punto de elevación de los 187 m, en la coordenada 396 100 596 675, de aquí se sigue en dirección sur, hasta interceptar una carretera que por la misma baja hasta el río Sixaola, y culminar en la coordenada 394 350 596 300.
• e)Con la República Panamá: Desde el río Sixaola, en la coordenada 394 350 596 300, se sigue aguas arriba por el mismo río, hasta llegar a la desembocadura del río Telire con el río Sixaola, en la coordenada 390 700 585 575.

• a)Con la República Panamá: Se inicia en la desembocadura del río Sixaola en el Mar Caribe, en la coordenada 391 500 620 775, luego siguiendo el mismo río aguas arriba, hasta interceptar la calle que está en la coordenada 394 350 596 300.
• b)Con el distrito Bratsi: Se inicia en la calle que intercepta el río Sixaola en la coordenada 394 350 596 300, de aquí se sigue por esta misma vía hacía el norte, y luego cruzar la línea del ferrocarril, hasta llegar al punto de elevación de los 187 m, en la coordenada 396 100 596 675.
• c)Con el distrito Cahuita: Desde el punto de elevación de los 187 m, en la coordenada 396 100 596 675, se continúa hacia el este por la línea de cresta, hasta llegar al punto de elevación de los 112 m, en la coordenada 396 275 601 275, siempre en dirección este, se llega al punto de elevación de los 118 m, en la coordenada 395 300 605 150, y después al punto de elevación de los 114 m. Siguiendo ahora al sureste, y siempre en la línea de cresta hasta dar con el filo de la naciente de la quebrada Caña, de aquí se parte hacia el norte, también por la línea de cresta, hasta llegar a la naciente de la quebrada Milla, siguiendo aguas abajo por la quebrada Milla, para terminar desembocando en el Mar Caribe, en la coordenada 395 500 615 500.
• d)Con el Mar Caribe: Desde la desembocadura de la quebrada Milla, en el Mar Caribe, en la coordenada 395 500 615 500, se sigue por la línea de costa hacia el sureste para terminar en la desembocadura del río Sixaola, en la coordenada 391 500 620 775.

• a)Con el cantón Limón: Inicia en la desembocadura del río Tuba en la coordenada 194 200 660 450, para seguir aguas arriba por el río Tuba hasta llegar a su naciente, luego subir hasta el punto de elevación de 401 m, luego se sigue por la línea de cresta y en dirección sureste, hasta llegar al punto de elevación de los 218 m, después a la de los 318 m. En la misma dirección, y por la línea de cresta, se continúa en el punto de elevación a 498 m, en la coordenada 401 100 583 950, para finalizar en la coordenada 400 700 583 900.
• b)Con el distrito Bratsi: Desde la coordenada 400 700 583 900, se sigue por la línea de cresta hacia el sur, hasta llegar al punto de elevación de los 478 m, ahora en dirección este, y por la misma línea de cresta, se baja, y se cruza el río Carbón, tomándose de nuevo la línea de cresta, hasta llegar al punto de elevación de los 342 m, y más adelante al punto de elevación de los 318 m. Siempre en dirección este, se cruza el río Sand Box, para tomar de nuevo la línea de cresta, hasta llegar al vértice Turúa de 290 m, luego en dirección sureste, se llega al punto de elevación de los 187 m, en la coordenada 396 100 596 700.
• c)Con el distrito Sixaola: Desde el punto de elevación de los 187 m, en la coordenada 396 100 596 700, se continúa hacia el este por la línea de cresta, hasta llegar al punto de elevación de los 112 m, en la coordenada: 396 275 601 275, siempre en dirección este, se llega al punto de elevación de los 118 m, y luego al punto de elevación de los 114 m. Siguiendo ahora al sureste, y siempre en la línea de cresta hasta dar con el filo de la naciente de la quebrada Caña, de aquí se parte hacia el norte, también por la línea de cresta, hasta llegar a la naciente de la quebrada Milla, siguiendo aguas abajo por la quebrada Milla, para terminar en su desembocadura en el Mar Caribe, en la coordenada 395 500 615 500.
• d)Con el Mar Caribe: Se inicia en la desembocadura de la quebrada Milla, en el Mar Caribe, en la coordenada 395 500 615 500, para luego seguir por la línea de costa, en dirección noroeste, hasta terminar en la desembocadura del río Tuba, en la coordenada 194 200 660 450.
