Considering:
7317 of October 30, 1992, establish that national wildlife refuges are those that the Executive Branch declares as such for the protection and research of wild flora and fauna.
7317 authorizes the Executive Branch to establish national wildlife refuges of private property on private lands, with the prior authorization of their owner.
