THEY DECREE:
1º—Declare the National and Regional Congress "Integración regional, libre comercio y políticas agroambientales para el desarrollo rural sostenible" to be of National Convenience.
2º—National public and private institutions shall provide, to the extent of their possibilities, the collaboration and facilities within their reach without impairing their own functions, for the holding of the congress. Likewise, they shall promote participation in said congress among their officials and shall grant the corresponding permits so that interested officials may participate in the event.
3º—It takes effect as of its publication.
