Complete Text of record: 6D6FD COSTA RICAN INSTITUTE COSTA RICAN INSTITUTE OF SPORT AND RECREATION The National Council of Sport and Recreation, based on Law No. 7800 and its Regulations, approves and orders the publication of these "Regulations for the public use of Recreational Parks." In accordance with the provisions of Article 140, subsections 3) and 18) of the Political Constitution and in relation to Executive Decree No. 14536-C of May 24, 1983, and Article 20, subsection 1), and 76 and following of the Law Creating the Costa Rican Institute of Sport and Recreation and the Legal Regime of Physical Education, Sport and Recreation (No. 7800 of May 29, 1988).

Considering:

14536-C of the Ministry of Culture, Youth and Sports of May 24, 1983, the Recreational Parks and programs dedicated to recreation, which were carried out and administered by the Costa Rican Tourism Institute, are transferred to the General Directorate of Physical Education and Sports, of the Ministry of Culture, Youth and Sports.

Therefore they decree:

REGULATIONS FOR THE PUBLIC USE OF RECREATIONAL PARKS

Compliance is mandatory for both visitors and officials of the Costa Rican Institute of Sport and Recreation.

The operating hours for open parks shall be from 5:00 a.m. to 7:00 p.m.; after that time, no visitor shall be permitted to remain inside the park.

Admission is free for children under 12 years of age.

The admission ticket must be kept throughout the entire stay in the park, as it may be requested at any time by duly identified officials of the Recreational Park.

It is the responsibility of the National Council of Sport and Recreation, at the request of the National Directorate of ICODER, to set the fees to be charged for the concept of admission to the Recreational Parks.

Likewise, the driver shall abide by the provisions of the Traffic Law. There are restricted access zones for vehicle traffic within the Recreational Parks, and this shall be stipulated as follows: vehicle access shall only be permitted with the authorization of the park administration, and the vehicle shall display, during its stay inside the park, a distinctive sign with the legend: "Vehicle authorized to circulate within this park."

The Costa Rican Institute of Sport and Recreation shall not be held responsible for accidents caused by vehicles authorized to circulate within the Park.

Authorized vehicles shall circulate accepting any eventual liability in case of accidents to second or third parties or damage to the different areas and facilities of the park, and they shall be immediately referred to the respective authorities, as the case may be.

Furthermore, the entry and stay of persons in a state of drunkenness or under the influence of drugs within the parks shall not be permitted, and any offender may be expelled with the assistance of the public force.

Said deposit shall be defined by the Department of Parks depending on the magnitude of the activity.

Only in the event that fishing season is open, shall fishing be permitted with the respective permission of the park administration.

a)Throwing stones or other objects into the lagoons, rivers, and streams located in the parks.
b)Disrespecting existing signs, notices, and railings.
c)Keeping the sound volume intensity at a high level or causing disturbances with recorders, radios, or other sound instruments.
d)Keeping vehicle engines running inside and in places surrounding the Recreational Parks.
e)Building campfires outside of the grills designated for that purpose. Furthermore, using the park's own resources as combustible material is not permitted.
f)Using or displaying firearms, bows and arrows, or any type of sharp or pointed weapons.

Furthermore, they shall be prohibited from entering the Recreational Parks administered by the Costa Rican Institute of Sport and Recreation again.

REGLAMENTACIÓN PARA EL USO PÚBLICO DE LOS PARQUES RECREATIVOS

decretan:

Siendo obligatorio su acatamiento tanto para los visitantes como para los funcionarios del Instituto Costarricense del Deporte y la Recreación.

m. a 4:00 p. m., de martes a domingo. Los días lunes estarán cerrados para darles el mantenimiento debido.

El horario de funcionamiento de los parques abiertos será de 5:00 a. m. a 7:00 p. m., después de esa hora, no se permitirá la permanencia de ningún visitante dentro del parque.

Para los niños menores de 12 años el ingreso es gratuito.

El tiquete de ingreso deberá de conservarse durante toda la permanencia en el parque; ya que el mismo podrá ser solicitado en cualquier momento por los funcionarios del Parque Recreativo, debidamente identificados.

Le corresponde al Consejo Nacional del Deporte y la Recreación a instancias de la Dirección Nacional del ICODER, fijar las tarifas a cobrar por concepto de ingreso a los Parques Recreativos.

Asimismo el conductor acatará las disposiciones de la Ley de Tránsito. Existen zonas de acceso restringido para el tránsito de vehículos dentro de los Parques Recreativos y este se estipulará de la siguiente manera; solo se permitirá el acceso de vehículo con la autorización de la administración del parque y el vehículo portará durante su estadía dentro del parque un distintivo con la leyenda: "Vehículo autorizado para circular dentro de este parque".

El Instituto Costarricense del Deporte y la Recreación no se harán responsables de accidentes ocasionados por los vehículos autorizados a circular dentro del Parque.

Los vehículos autorizados circularán aceptando cualquier eventual responsabilidad en caso de accidentes a segundas o terceras personas o daños a las diferentes áreas e instalaciones del parque y serán remitidos inmediatamente a las autoridades respectivas según sea el caso.

Además no se permitirá el ingreso y permanencia de personas en estado de embriaguez o bajo el estímulo de drogas dentro de los parques, pudiendo expulsarse a cualquier infractor con ayuda de la fuerza pública.

Dicho depósito será definido por el Departamento de Parques dependiendo de la magnitud de la actividad.

Únicamente en el caso que sea abierta la temporada de pesca, se permitirá esta con el respectivo permiso de la administración del parque.

a)Tirar piedras u otros objetos a las lagunas, ríos y riachuelos ubicados en los parques.
b)Irrespetar las señales, avisos y barandas existentes.
c)Mantener en alto la intensidad del volumen del sonido o realizar escándalos con grabadoras, radios u otros instrumentos de sonido.
d)Mantener los motores de vehículos encendidos dentro y en lugares aledaños a los Parques Recreativos.
e)Hacer fogatas fuera de las parrillas destinadas para tal fin. Además no se permitirá utilizar como material de combustible los recursos propios del parque.
f)Hacer uso o exhibición de armas de fuego, arcos y flechas o cualquier tipo de armas punzo cortantes.

Además se les prohibirá el ingreso nuevamente a los Parques Recreativos que administra el Instituto Costarricense del Deporte y la Recreación.

Regulation for Public Use of Recreational ParksReglamento para el Uso Público de los Parques Recreativos

Artículo 1 — That by means of Article 12 of Executive Decree No.

Artículo 2 — That the existing infrastructure in the parks requires the best care and maintenance through the administration exercised by the Costa Rican Institute of Sport and Recreation.

Artículo 3 — That conservation, sustainable development, and natural regeneration processes in the parks are the responsibility of all Costa Ricans to guarantee the ecological and biological areas of our biodiversity.

Artículo 4 — That with the fundamental purpose of conserving the natural and recreational resources of the parks, it is necessary to regulate the influx of the general public within the protected recreational areas.

Artículo 5 — That the parks administered by the Costa Rican Institute of Sport and Recreation are valuable instruments for ecological, biological, environmental, and tourism studies and research.

Artículo 4 — Public opening hours for closed parks shall be from 9:00 a.m. to 4:00 p.m., from Tuesday to Sunday. They shall be closed on Mondays for due maintenance.

Artículo 5 — —All persons requiring entry to closed parks must report to the park's ticket office, proceeding to pay the admission fee and park usage fee.

Artículo 6 — Acts or behavior that violate morality or the good customs of Costa Rican society, or that disturb the harmony that must prevail in each area of the parks, shall not be permitted in the Recreational Park.

Artículo 7 — —All garbage or waste produced by the visitor during their stay in the parks must be correctly deposited in the trash bins located at different points and strategic sites defined by the park administration; any visitor who fails to comply with this obligation may be expelled.

Artículo 8 — Vehicles inside the park may not exceed the maximum speed limit defined by the park administration, which shall be 20 kilometers per hour, maximum speed.

Artículo 9 — The park administration.

Artículo 10 — Vehicles circulating inside the park may only park in the zones specifically defined by the park administration, in order to avoid the destruction of green areas or protected zones.

Artículo 11 — —The sale or consumption within the recreational parks of liquors, beer, cigarettes, or narcotic drugs shall not be permitted.

Artículo 14 — The entry of domestic animals (dogs and cats) inside the Recreational Parks shall only be permitted when they are properly leashed, with the owner being the sole person responsible in case of any accident.

Artículo 15 — Any activity of hunting, fishing, or extraction of any species of fauna and flora from the Recreation Parks shall be completely prohibited, as they are areas of biodiversity and conservation of species.

Artículo 16 — In addition to the restrictions previously established, visitors to the parks are prohibited from:

Artículo 17 — Persons who are discovered in acts of vandalism shall be referred directly and immediately to the pertinent authorities.

Artículo 18 — Except in cases of true emergency, special rescue situations or police operations must be coordinated with the administration of the Costa Rican Institute of Sport and Recreation, specifically with its National Director.

Artículo 19 — Shall take effect upon its publication.

Artículo 2 — Que la infraestructura existente en los parques requiere del mejor cuido y mantenimiento mediante la administración que ejerza el Instituto Costarricense del Deporte y la Recreación.

Artículo 3 — Que la conservación, el desarrollo sostenible y los procesos de regeneración natural en los parques son responsabilidad de todos los costarricenses para garantizar las áreas ecológicas, biológicas de nuestra biodiversidad.

Artículo 4 — Que con el propósito fundamental de conservar los recursos naturales y recreativos de los parques, se hace necesario regular la afluencia del público en general dentro de las áreas recreativas protegidas.

Artículo 5 — Que los parques que administra el Instituto Costarricense del Deporte y la Recreación son valiosos instrumentos para estudios e investigaciones ecológicos, biológicas, ambientales y turísticas.

Artículo 3 — Las organizaciones comunales, instituciones públicas o privadas deberán velar y acatar las disposiciones establecidas en este Reglamento y además ser vigilantes para que los grupos a su cargo dentro de las instalaciones cumplan con las normas emanadas de este Reglamento.

Artículo 4 — La atención al público en los parques cerrados será de 9:00 a.

Artículo 5 — —Todas las personas que requieran ingresar a los parques cerrados deberán reportarse a la boletería del mismo, procediendo a cancelar el derecho por ingreso y uso del parque.

Artículo 6 — No se permitirá en el Parque Recreativo actos o comportamiento que atenten contra la moral o las buenas costumbres de la sociedad costarricense, o que perturben la armonía que debe privar en cada área de los parques.

Artículo 8 — Los vehículos dentro del parque no podrán exceder el límite de velocidad máximo definido por la administración del parque, el cual será 20 kilómetros por hora, velocidad máxima.

Artículo 9 — La administración del parque.

Artículo 10 — Los vehículos que circulan dentro del parque solo podrán estacionarse en las zonas definidas específicamente por la administración del mismo, para así evitar la destrucción de las áreas verdes o zonas protegidas.

Artículo 11 — —No se permitirá la venta; ni el consumo, dentro de los parques recreativos de licores, cerveza, cigarrillos, ni drogas estupefacientes.

Artículo 14 — Solo se permitirá el ingreso de animales domésticos (perros y gatos) dentro de los Parques Recreativos, cuando estén debidamente atados a una correa, siendo el dueño el único responsable en caso de algún accidente.

Artículo 15 — Estará totalmente prohibido toda actividad de caza, pesca o extracción de cualquier especie de fauna y flora de los Parques de Recreación ya que son de biodiversidad y conservación de las especies.

Artículo 16 — Además de las restricciones anteriormente establecidas queda prohibido a los visitantes de los parques:

Artículo 17 — Las personas a quienes se les descubra en actos de vandalismo serán remitidas directamente e inmediatamente a las autoridades pertinentes.

Artículo 18 — Salvo casos de verdadera emergencia, las situaciones especiales de rescate, operativos policiales deberán ser coordinadas con la administración del Instituto Costarricense del Deporte y la Recreación, específico con su Director o Directora Nacional.

Artículo 19 — Rige a partir de su publicación.
