Complete Text act: 6CFEC N° 28412-J N° 28412-J THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF JUSTICE AND GRACE Based on the provisions of Article 140, subsection 18 of the Political Constitution, Article 32 of the Law of Associations, and Articles 28 et seq. of its Regulation.
I.—That Article 32 of Law of Associations Number 219 of August eight, nineteen thirty-nine and its amendments, grants the Executive Branch the authority to declare of Public Utility those simple, federated, or confederated Associations whose development and activities are particularly useful for the interests of the State, and that thereby contribute to solving a social need.
II.—That the Costa Rican Ornithological Association has been registered in the Registry of Associations, since November twenty-fourth, nineteen ninety-three, under file number 5990, its legal entity identification number is 3-002-145040.
III.—That among the purposes pursued by the Association are the following:
"A) To contribute to the study, research, and conservation of wild birds and their habitats. B) To recommend the guidelines to be followed in official and private policies regarding the management and conservation of wild birds. C) To promote research in the field of Ornithology and enrich the knowledge of its members in this field. D) To ensure the proper practice of ornithology by its members within ethical, civic, and professional standards." IV.—That such purposes solve a social need of the highest order, and therefore merit the support of the Costa Rican State. Therefore, They Decree:

Texto Completo acta: 6CFEC N° 28412-J N° 28412-J EL PRESIDENTE DE LA REPUBLICA Y LA MINISTRA DE JUSTICIA Y GRACIA Con fundamento en lo dispuesto en el artículo 140 inciso 18 de la Constitución Política, en el artículo 32 de la Ley de Asociaciones, y en los artículos 28 y siguientes de su Reglamento.
I.—Que el artículo 32 de la Ley de Asociaciones Número 219 de ocho de agosto de mil novecientos treinta y nueve y sus reformas, confiere al Poder Ejecutivo la potestad de declarar de Utilidad Pública a las Asociaciones simples, federadas o confederadas cuyo desarrollo y actividades sean particularmente útiles para los intereses del Estado, y que por ello contribuyan a solventar una necesidad social.
II.—Que la Asociación Ornitológica de Costa Rica se encuentra inscrita en el Registro de Asociaciones, desde el día veinticuatro de noviembre de mil novecientos noventa y tres, bajo el expediente número 5990, su cédula de persona jurídica es la número 3-002-145040.
III.—Que entre los fines que persigue la Asociación, se encuentran los siguientes:
"A) Contribuir al estudio, investigación y conservación de las aves silvestres y su habitats. B) Recomendar las directrices a seguir en las políticas oficiales y privadas en el manejo y conservación de las aves silvestres. C) Promover la investigación en el campo de la Ornitología y enriquecer el conocimiento de sus asociados en este campo. D) Velar por el correcto ejercicio de la ornitología por parte de sus asociados dentro de las normas éticas, cívicas y profesionales." IV.—Que tales fines solventan una necesidad social de primer orden, por lo que merecen el apoyo del Estado Costarricense. Por tanto,
