Full Text of record: 1811A7 Nº 31344-MAG Nº 31344-MAG (This executive decree was repealed by the 3rd article of executive decree N° 45693 of March 16, 2026) THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF AGRICULTURE AND LIVESTOCK By virtue of the powers conferred upon them by articles 140, subsections 3), 8), 18), and 20), and 146 of the Political Constitution, articles 25, 27.1, 28.2b of Law Nº 6227 of May 2, 1978, the General Law of Public Administration, and Law Nº 7064 of April 29, 1987, the Law for the Promotion of Agricultural Production, which incorporates the Organic Law of the Ministry of Agriculture and Livestock.
Considering:
Decree:
For the oversight of the specific aspects of INFOAGRO's development, it shall meet at least once every four months.
1- Propose to the National Agricultural Sectoral Council (CAN), and to the Minister of Agriculture and Livestock, Rector of the Agricultural Sector, the development policies for INFOAGRO.
2- Determine the system's operating strategy, in accordance with its objectives and the defined policies.
3- Approve the annual work plans of INFOAGRO.
4- Articulate the actions of INFOAGRO within the context of the institutions of the Agricultural Sector, ensuring that this is manifested in their operational and budgetary plans, in such a way that the necessary resources are allocated for the development of INFOAGRO at the national, regional, and local levels.
5- Provide oversight to and periodically evaluate the system's progress and propose the pertinent corrective measures to the Minister and the institutional authorities.
6- Any other function consistent with the duties within its competence.
1- The head of the Unified Institutional Information System (Sistema Unificado de Información Institucional, SUNII) of the Ministry of Agriculture and Livestock.
2- The head of the Market Information System (Sistema de Información de Mercados, SIM) of the National Production Council.
3- The head of the Wholesale Market Information System of the Integrated Agricultural Marketing Program.
4- The Director of Planning of the National Irrigation and Drainage Service.
5- The Director of Planning of the Agrarian Development Institute.
6- The person in charge of the Information Area of the National Institute for Agricultural Technology Transfer and Research (Instituto Nacional en Transferencia e Investigación de Tecnología Agropecuaria, INTA).
7- The person in charge of the Information Area of the Costa Rican Institute of Fishing and Aquaculture.
8- The Coordinator of the Economic Studies and Information Area of SEPSA, who shall preside over it.
The institutional representatives on the Sectoral Steering Committee shall serve as officials.
(Thus reformed by article 1° of executive decree N° 32182 of November 23, 2004) 1- Represent their institution, with decision-making power, before INFOAGRO. 2- Monitor the consistency of information development within their organization in relation to the guidelines established in the development of INFOAGRO. 3- Channel and coordinate, within their represented institution, all aspects in which it relates to the different components of INFOAGRO, as well as promote that these achieve the desired results within the system framework.
SEPSA shall integrate a team with at least two professional officials and one professional technician, all full-time and under the charge of the Coordinator of the aforementioned Area. Among the main functions of SEPSA shall be:
1- Coordinate, promote, and execute system actions at the national level and the articulation of these in the country's regions and localities, through the corresponding structures at those levels.
2- Periodically inform the Rector Minister and the authorities of the Agricultural Sector about the national progress of INFOAGRO and recommend the corresponding measures.
3- Execute, in accordance with the provisions of the Sectoral Steering Committee (CDS), the technical guidelines for the proper functioning of INFOAGRO.
4- Coordinate with the entities required to make available information considered of interest to users.
5- Promote the training of INFOAGRO users regarding the use of information, as well as the management of the system's tools.
6- Generate actions and strategies aimed at the promotion and dissemination of the scope and objectives of INFOAGRO in pursuit of a growing incorporation of users into the system.
The functions of the Regional Agricultural Sectoral Committees shall be:
1- Guide the regional actions of INFOAGRO in accordance with the national policy guidelines, the Regional Development Plan, and the needs and characteristics of the region.
2- Formally establish the regional teams of INFOAGRO that guarantee the adequate functioning of the system's activities in the region, according to an annual operational and budget plan.
3- Implement oversight and evaluation tasks that allow for the control and efficient development of INFOAGRO at the regional and local levels.
4- Periodically inform the authorities of the Agricultural Sector about the results of INFOAGRO's operation in the region.
Therefore, from the hierarchical point of view, they shall report to it and shall maintain a technical linkage with the national team of INFOAGRO in SEPSA. Their main functions shall be:
1- Plan, execute, and coordinate the actions of the different components of INFOAGRO at the regional and local levels, in coherence with the guidelines established by the Regional Agricultural Sectoral Committee and the Sectoral Steering Committee.
2- Train, or promote the training of, the different actors that intervene in the INFOAGRO development process, in the management of the system's tools and/or in the use of the information made available.
3- Provide permanent oversight of the system's actions in the region and permanently inform the Regional Agricultural Sectoral Committee about the progress achieved and, if necessary, recommend the measures required for its improvement.
4- Develop and coordinate strategies for disseminating the benefits of INFOAGRO among users, seeking growing participation in the access to and use of the system's information.
1- Through local and/or subregional offices of the public institutions of the Agricultural Sector, fulfilling functions as information users, but at the same time providing information services to other users, especially to small and medium-scale producers.
2- Through agricultural producer organizations that demand information services to strengthen their decision-making processes and the modernization of their business management. Their main functions shall be:
a- Plan and promote access, use, and generation of value from the information made available through INFOAGRO.
b- Develop strategies aimed at generating information corresponding to their spatial scope for the development of the system and the feedback of the network.
c- Strengthen the use and access of information by its users, providing facilities to access and use the information that is of interest to them.

Texto Completo acta: 1811A7 Nº 31344-MAG Nº 31344-MAG (Este decreto ejecutivo fue derogado por el 3° del decreto ejecutivo N° 45693 del 16 de marzo de 2026) EL PRESIDENTE DE LA REPÚBLICA Y EL MINISTRO DE AGRICULTURA Y GANADERÍA De conformidad con las atribuciones que les confieren los artículos 140, incisos 3), 8), 18), y 20), y 146 de la Constitución Política, los artículos 25, 27.1, 28.2b de la Ley Nº 6227 del 2 de mayo de 1978, Ley General de Administración Pública y la Ley Nº 7064 del 29 de abril de 1987, Ley de Fomento a la Producción Agropecuaria, que incorpora la Ley Orgánica del Ministerio de Agricultura y Ganadería.
Considerando:
Decretan:
Para el seguimiento a los aspectos específicos del desarrollo de INFOAGRO se reunirá al menos una vez cada cuatro meses.
1- Proponer al Consejo Sectorial Nacional Agropecuario (CAN), y al Ministro de Agricultura y Ganadería, Rector del Sector Agropecuario, las políticas de desarrollo de INFOAGRO.
2- Determinar la estrategia de operación del sistema, en concordancia con sus objetivos y las políticas definidas.
3- Aprobar los planes anuales de trabajo de INFOAGRO.
4- Articular las acciones de INFOAGRO en el contexto de las instituciones del Sector Agropecuario, procurando que ello se manifieste en sus planes operativos - presupuestarios, de tal forma que se asignen los recursos necesarios para el desarrollo de INFOAGRO en los niveles nacional, regional y local.
5- Dar seguimiento y evaluar periódicamente los avances del sistema y proponer al Ministro y a las autoridades institucionales las medidas correctivas pertinentes.
6- Cualesquiera otra acorde con las funciones que le competen.
1- La jefatura del Sistema Unificado de Información Institucional (SUNII) del Ministerio de Agricultura y Ganadería.
2- La jefatura del Sistema de Información de Mercados (SIM) del Consejo Nacional de Producción.
3- La jefatura del Sistema de Información de Mercados Mayoristas del Programa Integral de Mercadeo Agropecuario.
4- El Director de Planificación del Servicio Nacional de Riego y Avenamiento.
5- El Director de Planificación del Instituto de Desarrollo Agrario.
6- El encargado del Área de Información del Instituto Nacional en Transferencia e Investigación de Tecnología Agropecuaria (INTA).
7- El encargado del Área de Información del Instituto Costarricense de Pesca y Acuacultura.
8- El Coordinador del Área de Estudios Económicos e Información de SEPSA, quien lo presidirá.
Serán funcionarios de los representantes institucionales en el Comité Directivo Sectorial.
(Así reformado por el artículo 1° del decreto ejecutivo N° 32182 del 23 de noviembre del 2004) 1- Representar a su institución, con poder decisorio, ante INFOAGRO. 2- Vigilar por la coherencia del desarrollo de la información en su organización en relación con las pautas determinadas en el desarrollo de INFOAGRO. 3- Canalizar y coordinar, al interior de su representada, todos los aspectos en que ésta tenga relación con los diferentes componentes de INFOAGRO, así como promover que estos alcancen los resultados deseados en el marco del sistema.
La SEPSA integrará un equipo con al menos dos funcionarios profesionales y un técnico profesional, todos a tiempo completo y a cargo del Coordinador del Área señalada. Entre las principales funciones de SEPSA estarán:
1- Coordinar, promover y ejecutar acciones del sistema en el nivel nacional y la articulación de éstas en las regiones y localidades del país, mediante las estructuras correspondientes en esos niveles.
2- Informar periódicamente al Ministro Rector y a las autoridades del Sector Agropecuario sobre el avance nacional de INFOAGRO y recomendar las medidas correspondientes.
3- Ejecutar, en concordancia con las disposiciones del Comité Directivo Sectorial (CDS), los lineamientos técnicos para el buen funcionamiento de INFOAGRO.
4- Coordinar con los entes que se requiera para disponibilizar información considerada de interés para los usuarios.
5- Promover la capacitación de los usuarios de INFOAGRO en cuanto al uso de la información, así como del manejo de las herramientas del sistema.
6- Generar acciones y estrategias tendientes a la promoción y difusión de los alcances y objetivos de INFOAGRO en procura de una incorporación creciente de usuarios al sistema.
Serán funciones de los Comités Sectoriales Regionales Agropecuarios:
1- Orientar las acciones regionales de INFOAGRO en concordancia con los lineamientos de política nacional, el Plan Regional de Desarrollo y las necesidades y características de la región.
2- Constituir formalmente los equipos regionales de INFOAGRO que garanticen el adecuado funcionamiento de las actividades del sistema en la región, según una planificación anual operativa y presupuestaria.
3- Implementar las tareas de seguimiento y evaluación que permitan el control y desarrollo eficiente de INFOAGRO en los niveles regional y local.
4- Informar periódicamente a las autoridades del Sector Agropecuario sobre los resultados de la operación de INFOAGRO en la región.
Por lo tanto, desde el punto de vista jerárquico, dependerán de éste y mantendrán una vinculación de carácter técnico con el equipo nacional de INFOAGRO en SEPSA. Sus principales funciones serán:
1- Planificar, ejecutar y coordinar las acciones de los diferentes componentes de INFOAGRO en los niveles regional y local, en coherencia con los lineamientos establecidos por el Comité Sectorial Regional Agropecuario y el Comité Directivo Sectorial.
2- Capacitar, o promover la capacitación, de los distintos actores que intervienen en el proceso de desarrollo de INFOAGRO, en el manejo de las herramientas del sistema y/o en el uso de la información que se disponibiliza.
3- Dar seguimiento permanente a las acciones del sistema en la región e informar permanentemente al Comité Sectorial Regional Agropecuario sobre los avances obtenidos y, de ser necesario, recomendar las medidas requeridas para su mejoramiento.
4- Desarrollar y coordinar estrategias de divulgación de los beneficios de INFOAGRO entre los usuarios, procurando una participación creciente en el acceso y uso de la información del sistema.
1- Por oficinas locales y/o subregionales de las instituciones públicas del Sector Agropecuario, cumpliendo funciones de usuarios de información, pero a la vez prestando servicios de información a otros usuarios, especialmente a pequeños y medianos productores.
2- Por organizaciones de productores agropecuarios que demandan servicios de información para fortalecer sus procesos de toma de decisiones y la modernización de su gestión empresarial. Sus principales funciones serán:
a- Planificar y promover el acceso, uso y generación de valor a la información puesta a disposición a través de INFOAGRO.
b- Desarrollar estrategias tendientes a la generación de información correspondiente a su ámbito espacial para el desarrollo del sistema y la retroalimentación de la red.
c- Fortalecer el uso y acceso de la información por parte de sus usuarios, brindando facilidades para acceder y utilizar la información que sea de su interés.
