The following point is included:
- 3)Legal Aspects:
The value assigned to this element is 5 points.
It is considered an important and limiting factor for a purchase that the properties under study meet the essential legal requirements for the purchase to be carried out. The aspects that will contribute points are as follows:
- a)Valid sale offer as of the qualification date.
- b)The properties have cadastral plans (planos catastrados) whose areas match the areas registered in the Public Registry (Registro Público).
- c)The file contains a certification from the Public Registry or a Notary Public (Notaria), indicating that the registered area matches the area of the cadastral plan and that the property belongs to the natural person or legal entity (persona jurídica) that submitted the sale offer.
- d)The file contains a certification from MINAE, National System of Conservation Areas (Sistema Nacional de Áreas de Conservación), indicating that the property is not partially or totally affected by any protected wild area (área silvestre protegida), regardless of its management category administered by MINAE.
- e)The file contains a certification of Legal Status (Personería Jurídica) issued by the Public Registry or a Notary Public indicating that the person who signed the sale offer has the legal representation.
The distribution of points shall be governed by the following table:

II. Internal characteristics of the farm (finca)
This category has a specific weight of: 45.00 points Point 3 concerning internal roads is eliminated, since in practice it has been proven that the vast majority of properties studied for possible purchase do not have internal roads, as it is not necessary for the productive and economic development of independent producers to build an extensive road network on the property, an aspect that is very important and a priority for the purposes of subdivision (parcelación) and development of a settlement (asentamiento).
The 5 points previously assigned to this aspect are those now granted to the Legal Aspects, as explained in the preceding paragraphs.
IV. Socioeconomic Aspects
This category has a specific weight of: 15.00 points.
Under this concept, some important elements for decision-making are grouped together. Through the methodology used in this point, important aspects are related, such as the farm's potential for agricultural and livestock production, through production alternatives; settlement capacity, through the estimation of the land-to-family ratio (relación tierra-familia); and, finally, the estimation of the average cost per plot (parcela).
Point d) is amended to read as follows:
- d)The cost per plot on the farm under study is estimated. The following formula is used for this:
Vn = P X RTFe, where:
Vn = estimated value per plot on the farm under study.
P = the lower price chosen between the price appearing in the appraisal (avalúo) and the price appearing in the sale offer.
RTFe = Estimated Land-to-Family Ratio (Relación Tierra Familia) from consulting Table 8.
And Table 9 is amended by adding more alternatives to the scoring as described below:
