Nº 851-01-OAT-PE The Ministry of Foreign Affairs and Worship, Directorate General of Foreign Policy, greets the Honorable Embassy of Switzerland cordially on the occasion of acknowledging receipt of its Note 61/01 (771.228) dated 2 October 2001, regarding the application of the Technical and Financial Cooperation Agreement to the agreement entered into between the Swiss Foundation for Technical Development Cooperation (SWISSCONTACT) and the Costa Rican Institute of Radio Education (ICER) for the Environmental Educational Project Via New Technologies; which is accepted in the terms set forth, transcribed below:
"The Embassy of Switzerland greets the Honorable Ministry of Foreign Affairs and Worship of Costa Rica very cordially and has the honor of referring to its note No. 41/01 (771.228) of 15 June 2001, to the Ministry's response of 27 July 2001 (Official Communication 481-2001), and to the discussions between the Ambassador of Switzerland and the Director for International Cooperation to communicate the following:
On 4 October 2000, the Swiss Foundation for Technical Development Cooperation, SWISSCONTACT, and the Costa Rican Institute of Radio Education (ICER) signed the cooperation agreement 'Environmental Education Project Via New Technologies'. On 17 September 2001, this agreement was extended for a period of one year, within the framework of the follow-up program decided by both parties. Information on this joint project is found in an annex.
The project was examined by the Directorate of Development Cooperation and Humanitarian Aid of the Federal Department of Foreign Affairs, on behalf of the Swiss Federal Council, which considered that it meets the conditions for application of the agreement. Consequently, the Embassy has the honor of proposing to the Honorable Ministry that it apply article 2, lit. b) of the Technical and Financial Cooperation Agreement signed between the two Governments on 17 November 1971 in the follow-up phase of SWISSCONTACT's project with ICER.
In the event of acceptance by the Government of the Republic of Costa Rica, the present note and the Government's positive response shall constitute an arrangement between the two parties, pursuant to the aforementioned Technical and Scientific Cooperation Agreement. Said arrangement may be annulled at any time by written communication to the other party, with six months' prior notice.
The Embassy of Switzerland takes this opportunity to reiterate to the Honorable Ministry of Foreign Affairs and Worship of Costa Rica the assurances of its highest and most distinguished consideration." In this regard, this Directorate wishes to express the conformity of the Government of Costa Rica with the proposal of your Illustrious Government; in this sense, the Note from your Embassy and this Note constitute an Agreement between both Governments, which shall enter into force upon receipt of the latter.
