For the purposes of this regulation, the following definitions apply:
- Customer (Abonado): Natural or legal person who has signed one or more contracts for the use of electric energy.
- Quality assurance (Aseguramiento de la calidad): It is the integration of the planning, design, construction, maintenance, and operation activities that an electric company (empresa) requires so that its service meets the required quality requirements.
- Regulatory Authority (Autoridad Reguladora): Regulatory Authority of Public Services.
- Energy quality (Calidad de la energía): It refers to the technical (physical) characteristics with which electric energy is delivered to customers (abonados) or users (usuarios) based on their requirements and involves the continuity (continuidad) with which it is offered.
- Supply voltage quality (Calidad del voltaje de suministro): It comprises the voltage and frequency characteristics with which the energy is delivered to customers (abonados) Electric supply quality (Calidad del suministro eléctrico): Integration of energy quality (voltage quality, continuity of electric supply (continuidad del suministro eléctrico)) and quality of service provision (calidad en la prestación del servicio).
Quality of service provision (Calidad en la prestación del servicio): Measure of the satisfaction of customers (abonados) and users (usuarios) of the electric service (servicio eléctrico), in relation to aspects of availability, marketing, and services in general, that are directly associated with the supply of electric energy.
Concession (Concesión): It is the authorization that the State grants to private parties, to operate, exploit, and supply the service of generation, transmission, distribution, or marketing of electric energy, establishing the scope of competence of the provider (prestador).
Normal operating conditions (Condiciones normales de explotación): Conditions that allow responding to the power and energy demand, to operating maneuvers, and to the detection, isolation, and elimination of faults by manual or automatic protection systems, always in the absence of exceptional conditions due to acts of God or force majeure.
Reliability (Confiabilidad): It is the capacity of an electric system to continue supplying energy to an area, in the presence of temporary changes in its topology or structure (outage of transmission lines, substations, power plants, etc.)
Continuity of electric supply (Continuidad del suministro eléctrico): Measure of the continuity (free of interruptions) with which energy is provided for its use.
Quality control (Control de calidad): Actions carried out by the companies (empresas) in order to verify the degree of satisfaction they offer to the needs of the customers (abonados) and users (usuarios) of the electric service (servicio eléctrico), based on the conditions established in the current regulations, and in the technical standards (normas técnicas) and directives issued and adopted by the Regulatory Authority (Autoridad Reguladora).
Electric energy company or company (Empresa de energía eléctrica o empresa): Legal entity concessionaire (concesionaria) that supplies the electric service (servicio eléctrico) in any of its stages.
Stability (Estabilidad): It is the capacity of an electric system to remain in operation in the presence of faults or topological changes, whether instantaneous or permanent, and to reach a state of equilibrium, quickly and safely, without altering the conditions in the electric supply.
Quality evaluation (Evaluación de la calidad): Study by which the Regulatory Authority (Autoridad Reguladora) determines the degree of compliance by the electric companies (empresas) with the technical standards (normas técnicas) or directives on quality in the electric service (servicio eléctrico) that it has issued, as well as the efforts that the companies (empresas) make to satisfy them.
Quality index (Índice de calidad): Quantitative measure that allows a diagnosis to be made on the quality of the electric supply (suministro eléctrico) and that helps to establish corrective measures in order to achieve its improvement on a continuous basis.
Technical Standard (Norma Técnica): Mandatory precept made up of a set of specifications, parameters, and indicators that define the conditions of quality, reliability (confiabilidad), continuity (continuidad), timeliness, and optimal provision with which electric services must be supplied.
Economic standard (Norma económica): Mandatory precept made up of a set of specifications that define the economic and commercial conditions under which tariffs (tarifas) will be set and applied in the different services of the sector and the control of the costs associated with these tariffs (tarifas).
Disturbance (Perturbación): The disturbance describes the entire event that begins with a fault and ends with the restoration of the previous conditions of quality and reliability (confiabilidad) in the electric supply (suministro eléctrico).
Tariff schedule (Pliego tarifario): Tariffs (Tarifas) established by the Regulatory Authority (Autoridad Reguladora) for the different types of services, with details of the characteristics of each one and their application.
Provider (Prestador): Public or private subject that provides public services by concession (concesión), permit, or law. Concessionaire (Concesionario), permittee, or company (empresa).
Electric network (Red eléctrica): The set of devices, in a power system, by which electric energy is distributed to customers (abonados) or users (usuarios), with the appropriate technical characteristics for its use.
Tariff regime (Régimen tarifario): It is the set of prices or tariffs (tarifas) and the conditions for their application.
Economic regulation of the service: It is the set of norms in economic matters that affect the prices and tariffs (tarifas) of the electric service (servicio eléctrico).
Technical regulation of the service: It is the set of norms in technical matters, under which the physical parameters of the electric service (servicio eléctrico) are conditioned.
Regularity (Regularidad): Degree of permanence of the conditions offered or requirements demanded for the provision of the electric service (servicio eléctrico).
Electric service (Servicio eléctrico): Availability of energy and power in the stages of generation, transmission, and distribution, as well as in the conditions of its marketing.
Selectivity (Selectividad): It is the capacity of an electric system to isolate its failed components, in such a way that the normal operation of the rest of its components is not affected and, therefore, the reliability (confiabilidad) and quality of the electric service (servicio eléctrico) are not altered.
Tariff (Tarifa): Prices set by the Regulatory Authority (Autoridad Reguladora) for the provision of a public service.
- User (Usuario): Natural or legal person who makes use of the electric service (servicio eléctrico) in a given establishment, house, or property.
