4.6.-When there are lands of low agricultural suitability or that have no forestry suitability or do not require tree planting to counteract soil stabilization problems, both as determined by the Ministry of Agriculture and Livestock; that do not present runoff (escorrentía) problems, according to a determination by the Ministry of Environment and Energy; that their development does not harm aquifers that may be susceptible to contamination, according to a determination by SENARA; that they are not lands vulnerable to natural hazards according to certification by the National Emergency Commission; and that they meet the other requirements established by the corresponding national or municipal standards, they may be urbanized to help reduce the country's housing deficit.
