"Article 5º-The Ministry of Health's initiative is declared to be of public and national interest, which, as owner of the property on which the Río Azul sanitary landfill operates and as the governing body of health in our country, is to enter into cooperation agreements with municipalities of the Metropolitan Area, for the administration of the operation, maintenance, and technical closure of said sanitary landfill on a regional basis, until its technical closure. For such purposes, the municipalities may constitute themselves into Federations, in accordance with articles 9 and 10 of the Municipal Code.
Dependencies of the Public Sector and the Private Sector may contribute economic resources, to the extent of their possibilities, and without prejudice to the fulfillment of their own objectives, for the successful execution of such initiatives."
