2Que para evitar la diseminación de la broca del cafeto es necesario evitar el trasiego de café de zonas afectadas a zonas no afectadas.
3Que en el Decreto Ejecutivo Nº 29218-MAG del 22 de diciembre del año dos mil, se recomendó no trasladar café de zonas con presencia de broca hacia zonas libres, recomendación que ha resultado insuficiente para evitar la propagación de la broca, se hace indispensable establecer la prohibición
