Ratifies the National Commission on Forest Fires (CONIFOR) as an entity attached to MINAE") THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF ENVIRONMENT AND ENERGY In exercise of the powers conferred in subsections 3) and 18) of article 140 of the Political Constitution.
Therefore, They Decree:
Considering:
a. A representative of the National System of Conservation Areas of the Ministry of Environment and Energy, who shall be the coordinator of said Commission and who shall be recognized as the National Fire Management Coordinator.
b. A representative of the National Insurance Institute, who shall serve as the executive secretary.
c. A representative of the Ministry of Agriculture and Livestock.
d. A representative of the Ministry of Public Education.
e. A representative of the National Commission for Risk Prevention and Emergency Attention.
f. A representative of the Ministry of Public Security.
g. A representative of the Institute of Agrarian Development.
h. A representative of the Costa Rican Electricity Institute.
i. A representative of the Costa Rican Institute of Aqueducts and Sewers.
j. A representative of the National Meteorological Institute.
k. A representative of the Association of Volunteers for Service in Protected Areas.
a. Promote the development of institutional programs on fire management.
b. Define the role and responsibilities of each of the institutions and organizations that make up the commission.
c. Establish coordination mechanisms to join efforts in obtaining resources for the development of actions on prevention and control of forest and agricultural fires.
d. Strengthen actions that allow the incorporation and participation of civil society.
e. Provide support and follow-up, in matters of emergency prevention and response, to the actions carried out by existing regional or local commissions, or those established for such purposes by the Ministry of Environment and Energy, having to incorporate local governments into these commissions.
f. Annually approve the National Fire Management Plan.
g. Establish internal operating regulations. For the purpose of fulfilling its functions, CONIFOR shall meet at least once a month and may be convened by the National Coordinator or by the Secretary of said Commission.
a. Coordinate the National Commission and the National Technical Committee on Forest Fires.
b. Manage the execution and monitoring of the National Strategy for Fire Management in Costa Rica.
c. Establish methodological guidelines for the preparation and supervision of the Annual Work Plans, in compliance with the National Fire Management Plan.
d. Support, strengthen, and advise the technical management and decision-making of the National Commission on Forest Fires, the General Directorate of SINAC, and the higher authorities.
e. Provide support, follow-up, and supervision to the actions carried out by regional and local commissions, as well as the Conservation Areas, on the execution and fulfillment of the annual plans and the National Plan.
f. Support, supervise, relieve, and transfer decision-making in the response to forest fires, according to the respective levels and to the corresponding officials.
g. Promote the development of institutional programs on fire management.
h. Coordinate the management of national and international resources.
i. Define and support actions that allow the incorporation and participation of civil society.
j. Evaluate and propose guidelines for the creation and organization of firefighting brigades.
k. Coordinate the development of a national fire information system.
l. Promote inter-institutional campaigns on fire management.
m. Represent the country in national and international commissions or committees on forest fires.
a. The actions established to address the problem of forest and agricultural fires shall be developed in the context of fire management, under the protection of the national structure, and within the framework of sustainable development.
b. Seek and promote the participation and commitment of national and international institutions and organizations; furthermore, space is recognized for the integration of civil society through the Forest Firefighter.
c. Decision-making in fire management matters shall be based on inter-institutional coordination, through knowledge and accumulated experience related to research, training, education, and communication.

Por tanto, Decretan:
Considerando:
a. Un representante del Sistema Nacional de areas de Conservacion del Ministerio del Ambiente y Energia, siendo este el coordinador de dicha Comision y al cual se le reconocer como Coordinador Nacional de Manejo del Fuego.
b. Un representante del Instituto Nacional de Seguros, quien desempeñar la secretaria ejecutiva.
c. Un representante del Ministerio de Agricultura y Ganaderia.
d. Un representante del Ministerio de Educacion Publica.
e. Un representante de la Comision Nacional de Prevencion de Riesgos y Atencion de Emergencias.
f. Un representante del Ministerio de Seguridad Publica.
g. Un representante del Instituto de Desarrollo Agrario.
h. Un representante del Instituto Costarricense de Electricidad.
i. Un representante del Instituto Costarricense de Acueductos y Alcantarillados.
j. Un representante del Instituto Meteorologico Nacional.
k. Un representante de la Asociacion de Voluntarios para el Servicio en las areas Protegidas.
a. Fomentar el desarrollo de programas institucionales sobre manejo del fuego.
b. Definir el rol y responsabilidades de cada una de las instituciones y organizaciones que integran la comision.
c. Establecer mecanismos de coordinacion para aunar esfuerzos en la consecucion de recursos para el desarrollo de acciones sobre prevencion y control de incendios forestales y agricolas.
d. Fortalecer acciones que permitan la incorporacion y participacion de la sociedad civil.
e. Brindar apoyo y seguimiento, en materia de prevencion y atencion de emergencias, a las acciones que realicen las comisiones regionales o locales existentes, o a las que para tales efectos establezcan el Ministerio del Ambiente y Energ¡a, debiendo incorporar a los gobiernos locales en estas comisiones.
f. Aprobar anualmente el Plan Nacional de Manejo del Fuego.
g. Establecer un reglamento interno de funcionamiento. Para efectos de cumplir con sus funciones, la CONIFOR se reunir al menos una vez al mes y podra ser convocada por el Coordinador Nacional o por la Secretaria de dicha Comision.
a. Coordinar la Comision Nacional y el Comite Tecnico Nacional sobre Incendios Forestales.
b. Gestionar la ejecucion y seguimiento de la Estrategia Nacional Manejo del Fuego en Costa Rica.
c. Establecer lineamientos metodologicos para la elaboracion y supervision de los Planes Anuales de Trabajo, en cumplimiento al Plan Nacional de Manejo del Fuego.
d. Apoyar, fortalecer y asesorar la gestion tecnica y toma de decisiones de la Comision Nacional sobre Incendios Forestales, de la Direccion General del SINAC y de las autoridades superiores.
e. Brindar apoyo, seguimiento y supervision a las acciones que realicen las comisiones regionales y locales, asi como las areas de Conservacion, sobre la ejecucion y cumplimiento de los planes anuales y del Plan Nacional.
f. Apoyar, supervisar, relevar y transferir la toma de decisiones en la atencion de incendios forestales, segun los niveles respectivos y a los funcionarios que corresponda.
g. Fomentar el desarrollo de programas instituciones sobre manejo del fuego.
h. Coordinar la gestion de recursos naciones e internaciones.
i. Definir y apoyar las acciones que permitan la incorporacion y participacion de la sociedad civil.
j. Evaluar y proponer lineamiento para la creacion y organizacion de las brigadas contra incendios.
k. Coordinar el desarrollo de un sistema nacional de informacion sobre incendios.
l. Promover campañas interinstitucionales sobre manejo del fuego.
m. Representar al pais en las comisiones o comites, nacionales e internacionales sobre incendios forestales.
a. Las acciones que se establezcan para atender la problematica de los incendios forestales y agricolas, se desarrollar n en el contexto de manejo del fuego, al amparo de la estructura nacional y dentro del marco del desarrollo sostenible.
b. Busca y promueve la participacion y el compromiso de las instituciones y organizaciones, nacionales e internaciones, ademas se reconoce el espacio para la integracion de la sociedad civil por medio del Bombero Forestal.
c. La toma de decisiones en materia de manejo del fuego se fundamentar en la coordinacion interinstitucional, mediante el conocimiento y la experiencia acumulada con relacion a investigacion, capacitacion, educacion y comunicacion.
