First: Any foreigner who reoffends by clandestinely entering the country, without the necessary documentation for their identification and legal entry into the country, shall incur a fine of one hundred to five hundred colones, without prejudice to their expulsion.
Second: Any foreigner who makes false declarations, or who, through fraudulent statements, attempts to obtain their Residence Card (Cédula de Residencia), or who fails to appear, as prescribed, before the respective authority to obtain their residency documentation, shall pay a fine of two hundred to one thousand colones.
Third: Any foreigner who intentionally conceals a change of address shall pay a fine of twenty-five to one hundred colones.
Fourth: The owners, administrators, or managers of hotels, boarding houses, inns, or houses where foreigners are lodged and who fail to comply with the obligation to notify the authorities of their presence in their house or business shall suffer a fine of twenty-five to five hundred colones.
Fifth: Any person, company, or partnership that provides employment to a foreigner not bearing a Residence Card (Cédula de Residencia) shall suffer a fine of fifty to three hundred colones.
Sixth: Air, sea, or river transport companies that issue tickets to foreigners without them presenting their Residence Card (Cédula de Residencia) shall suffer a fine of ten to two hundred colones, without prejudice to any criminal liability that may exist if it involves concealment.
