2171 of October 18, 1957, are hereby amended, as follows:
“Article 6- The Board (Patronato) shall be composed of a delegate from each of the Ministries of Labor and Social Security (Trabajo y Previsión Social), Public Education (Educación Pública) and Public Health (Salubridad Pública), in addition, by the Director of the Special Education School as representative of that same Institution, a practicing blind teacher, a representative of the School of Social Service of the University of Costa Rica, a delegate of the Association of Friends of the Blind (Asociación de Amigos del Ciego), a delegate of the Hellen Keller Center and an ophthalmologist appointed by the College of Physicians and Surgeons (Colegio de Médicos y Cirujanos), who shall also serve as the ex officio President of the Board of Directors.” “Article 9- The members of the Board (Patronato) who are representatives of the Ministries shall perform this role as part of their public duties; for that purpose, said Ministries must grant them permission on each occasion for up to two hours. All members shall perform their duties gratuitously.” “Article 11- The members of the Board (Patronato) shall be appointed for terms of two years, and may be reelected. The positions of the Board of Directors of the Board (Patronato) shall also last two years, and may also be reelected.” “Article 13- To achieve greater specialization of the matters under its charge, the Board (Patronato) shall form the following study commissions:
- a)Education, b) Social Service; c) Finances d) Legislation; e) Special Affairs; and f) International Affairs”
