I.- Ninety days after the enactment of this law, an ad hoc commission, composed of delegates from the Office of National Planning and Economic Policy and the Instituto Nacional de Fomento Cooperativo, in consultation with the National Council of Cooperatives and the Permanent Commission of Self-Management Cooperatives, shall present the regulations for this law to the Executive Branch for its approval.
II.- Cooperatives, unions, or federations duly registered that decide to become self-management cooperatives, unions, or federations under the terms established by this law, shall do so by full right, and their registration for all legal effects shall be counted from the moment the Instituto Nacional de Fomento Cooperativo grants that status.
III.- A term of six months is granted, starting from the enactment of this law, to all cooperatives, unions, and federations existing in the country, so that they adjust their bylaws, regulations, and operations to the provisions of this law.
IV.- The National Council of Cooperatives, within a period of 60 days from the enactment of this law, shall convene the assembly of self-management cooperatives to appoint the 10 delegates who would join the National Council of Cooperatives, and the new positions on the board of directors must be filled.
V.- When a vacancy occurs on the Board of Directors of the Instituto Nacional de Fomento Cooperativo among the representatives of the cooperative sector, the National Council of Cooperatives shall fill the vacancy with a representative of the self-management cooperatives.
Upon the expiration of the term of the Council's current representatives on that Board of Directors, the provisions of this law shall be followed.
VI.- The personnel and budget of the Cooperatives Office of the Ministry of Labor and Social Security must be transferred to the Instituto Nacional de Fomento Cooperativo, so that the Institute may fulfill the functions of registration and record-keeping conferred upon it by this law.
As long as the provisions of the preceding paragraph have not been fulfilled, the Ministry of Labor and Social Security shall continue providing registration and record-keeping services.
VII.- At the moment when the confederation of self-management cooperatives comes into legal existence, it shall replace the Permanent Commission of Self-Management Cooperatives in all its rights and functions.
The National Fund and all assets acquired by the National Council of Cooperatives with resources from the National Self-Management Cooperatives Fund shall become the property of the confederation.
VIII.- The Instituto Nacional de Fomento Cooperativo is excluded from the application of rule 100 of the Budget Law.
