{ "norm_text": "In the use of all protected areas defined in Article 32 of the Forest Law, the provisions of this regulation, the respective management plans and the other related legal provisions must be observed.\n\n### Article 16 \nAny project or activity that affects the natural resources located within a protected area must have the prior technical approval of SINAC. For this, the project proponent must submit an environmental impact assessment (evaluación de impacto ambiental, EIA) before SETENA, which includes the respective technical approval from SINAC. In any case, the technical standard agreed upon by both entities and the management plan of the area must be complied with.\n\n### Article 17 \nThe transfer or change of use of land owned by the State and located within the different categories of protected areas must have the prior technical approval of SINAC.\n\n### Article 18 \nThe executive decrees that create protected areas must establish the respective boundaries, their buffer zones and their protected areas according to the law and must be published in the official newspaper La Gaceta, in a national circulation newspaper and notified to the corresponding property owners and the local government.\n\n### Article 19 \nThe cartographic base of protected areas must use the official sheets of the National Geographic Institute (IGN) at a scale of 1:50,000 and 1:200,000 and be georeferenced according to the Lambert Costa Rica Norte projection system, with the official parameters of the IGN. The list of coordinates that defines the boundaries of the declared area must be accompanied by the respective cartographic file in digital format, compatible with the Arc Info and Autocad programs, with the Lambert Costa Rica Norte projection parameters and the horizontal datum of Ocotepeque.\n\n### Article 20 \nThe natural resources existing within the protected areas can only be used by the owner of the land in the areas classified as mixed protection zones under the terms of Article 32 of the Forest Law and strictly for subsistence purposes and subject to the management plan approved by SINAC.\n\n### Article 21 \nThe protected areas created by this regulation are the following: Arenal Volcano National Park, Corcovado National Park, Chirripó National Park, Cahuita National Park, Santa Rosa National Park, Rincón de la Vieja National Park, Tortuguero National Park, Braulio Carrillo National Park, Carara Biological Reserve, Caño Negro National Wildlife Refuge, Golfito National Wildlife Refuge and Isla Bolaños National Wildlife Refuge.\n\n### Transitory I \nThe protected areas that at the time this regulation takes effect do not have a management plan, will have a period of two (2) years to prepare it.\n\n### Transitory II \nThe projects and activities under execution at the time this regulation takes effect and that are located in a protected area must submit within a period of six (6) months counted from its entry into force, the respective environmental impact assessment (EIA) before SETENA.\n\n### Article 22 \nThe Ministry of Environment and Energy (MINAE) and the National System of Conservation Areas (SINAC) are the competent bodies to apply the provisions of this regulation.\n\n### Article 23 \nThis regulation repeals Executive Decree No. 25721-MINAE of October 17, 1996, and any provision that contradicts it.\n\n### Article 24 \nThis regulation shall be effective from its publication in the Official Newspaper La Gaceta.\n\nGiven at the Presidential House, San José, on the eleventh day of May of the year two thousand.\n\nMiguel Ángel Rodríguez Echeverría, President of the Republic.
