in the entirety of the text - Full Text of Norm 28917 Modifies Budgetary and Effective Expenditure for the Year 2000 of INCOPESCA No. 28917-H THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF FINANCE Based on the powers granted to them by subsections 3) and 18) of numeral 140 of the Political Constitution, Articles 26 and 27 of the General Law of Public Administration, and Law No. 7384 of March 16, 1994.
1.—That through Law No. 7384 of March 16, 1994, the Costa Rican Institute of Fisheries and Aquaculture (INCOPESCA) was created with the objective of proposing the national program for the development of fisheries and aquaculture, controlling fishing and the hunting of marine species in jurisdictional waters, issuing measures aimed at the conservation, promotion, cultivation and development of marine flora and fauna and aquaculture, and regulating the supply of the fishing activity.
2.—That to implement the policies, plans, programs and projects intended for the fisheries and aquaculture sector, an Inter-institutional Cooperation Agreement was signed between INCOPESCA and MIDEPLAN, for the financing of the Project for the Expansion and Construction of the Fisheries Multiservice Terminal in Puntarenas, whose financing needs to be incorporated into the Institute's current budget.
3.—That through Executive Decree No. 28046-H, published in La Gaceta No. 191 of August 19, 1999, the Budgetary Authority issued the General Budgetary Policy Guidelines for the year 2000, which were known by the Government Council and duly approved by the President of the Republic, establishing the limits of budgetary expenditure and effective expenditure for the current year, for the entities covered by the scope of the aforementioned Collegiate Body.
4.—That to complete the execution of the Project for the Expansion and Construction of the Fisheries Multiservice Terminal in Puntarenas, it is necessary to expand the budgetary and effective expenditure limits for the year 2000 for INCOPESCA. Therefore, THEY DECREE:
