The following powers are assigned to the Commission:
1. Oversight: To ensure compliance with the work schedule and objectives of the Plan de Ordenamiento Territorial.
2. Inter-institutional Coordination: To act as a technical liaison with INVU, SETENA, ESPH, MIVAH, and other institutions for the purpose of obtaining feasibility approvals and certifications.
3. Technical Analysis: To receive, analyze, and issue opinions on proposals for the modification, updating, or creation of regulations on Zoning, Roads, Fraccionamiento, and Urbanizations.
4. To analyze and recommend the signing of inter-municipal agreements for the joint implementation of territorial planning or land-use planning processes.
5. Supervision of Consultancies: To supervise the work of external consulting firms, validating that the deliverables (maps, diagnoses, environmental fragility indices) accurately reflect the reality of San Rafael.
6. Public Participation: To organize, direct, and systematize public consultation processes and the Public Hearings required by Article 17 of the Ley de Planificación Urbana.
7. Accountability Reports: To submit mandatory quarterly reports to the Municipal Council on the progress and obstacles of the process.
8. To coordinate meetings with the Central Government, cantonal institutions, or Plan de Ordenamiento Territorial commissions of neighboring cantons, for the purpose of addressing specific issues related to territorial planning or cantonal urban planning.
9. To ensure that modifications to the Plan de Ordenamiento Territorial respect the protected areas defined by MINAE (SINAC), aquifer recharge zones, and risk areas identified by CNE.
10. Any other duties expressly required by the Código Municipal Ley Nº7794, the Ley de Planificación Urbana Nº4240, the internal regulations of the Municipal Corporation, and any other applicable legislation.
