SummaryResumen
The Municipality of Belén amends Article 7 of the Regulation for the Operation and Administration of the Municipal Aqueduct to add an integral municipal certification, confirming that an applicant has no outstanding obligations to the Municipality, as a requirement for obtaining drinking water service. The certification must be issued across municipal departments and consider, at a minimum, the departments responsible for engineering, cadastral matters, the environment, the aqueduct, public services, public works, tax administration, and legal affairs. The amendment defines outstanding matters broadly. They include unfinished works and procedures, tax obligations, breaches of permits, and environmental obligations related to real estate developments, among other matters. It also covers ongoing proceedings or breaches before public institutions in fields such as the environment, health, water, and urban planning, as well as conditions in permits and resolutions. Any outstanding matter is sufficient to deny service until the applicant fully regularizes their situation.
