The Ministry of Agriculture and Livestock shall form a Permanent Inter-institutional Committee for Control and Supervision of Burns, as an advisory body on matters of public policy and regulation of agricultural burns, guaranteeing that these are executed in harmony with the protection of the environment and public health.
This Permanent Inter-institutional Committee shall be composed as follows:
- a)One principal representative and one alternate from the Ministry of Agriculture and Livestock (MAG), who shall preside.
- b)One principal representative and one alternate from the Ministry of Health.
- c)One principal representative and one alternate from the National System of Conservation Areas (SINAC) of the Ministry of Environment and Energy (MINAE).
- d)Two principal representatives and two alternates from the National Chamber of Agriculture and Agroindustry.
Said representatives shall be elected by the head of each of the institutions and the Chamber, respectively.
The Permanent Inter-institutional Committee shall promote the creation of local committees for the achievement of its purposes, in the regions of the country it deems convenient, composed of the local representatives of the institutions and organizations that make up the same Permanent Inter-institutional Committee. However, the following may also join said local committees:
- a)One representative from the municipality of the canton where the local committee is based. The respective municipality may delegate its representation to any existing district or cantonal organization representative of collective or diffuse interests, duly formed according to the corresponding law.
- b)One representative from the Benemérito Cuerpo de Bomberos de Costa Rica.
- c)One representative from the Ministry of Public Security. The functions and organizational and operational scheme of the Permanent Inter-institutional Committee, as well as of the local committees, shall be defined by regulation.
The Ministry of Agriculture and Livestock (MAG) shall make available to the public, for consultation, information regarding the controlled agricultural burn permits that have been granted, guaranteeing access to public information. The type of information that will be available, the means of consultation, and the procedure for accessing it shall be defined by regulation.
