in the entirety of the text - Full Text of Standard 085 Approves the categorization proposal for the medium and large-scale fleet COSTA RICAN INSTITUTE OF FISHERIES AND AQUACULTURE AJDIP/085-2026.- Agreement of the Board of Directors, INCOPESCA
Whereas:
Martín Méndez Hernández, Head of the Chorotega Regional Office, Mr. Odalier Quirós Quintero, Head of the Central Pacific Quepos Regional Office, and Mr. Jorge Arturo López Romero, Head of the Department of Fisheries and Aquaculture Extension, proceeded to make a presentation regarding a Proposal for Categorization of the Medium and Large-Scale Fleet to be considered in financing projects and programs by State institutions together with the technical support of INCOPESCA.
2- The individual fisher applicant has a current fishing license, having owned the fishing license for no less than two years. 3- The applicant must not be a public official and must have a current identification document. 4- It is important to have catch records with INCOPESCA for no less than 6 years and a letter from the collection center where the catches are delivered. Cases where the license has been INACTIVE are excepted, for which INCOPESCA will analyze the reasons for the INACTIVITY considering that it may be due to mechanical or structural damage to the vessel. 5- Must have a current vessel seaworthiness certificate (Certificado de navegabilidad), have a single vessel registered in the property registry, and the vessel's engine must have been registered for more than 10 years (for a new factory engine). When the engine has been acquired used, 5 years will be considered, demonstrated by affidavit (declaración jurada). 6- Have a current safety drill certificate (Certificado de zafarrancho), or application to INA for a Basic Boarding course. 7- Be registered and up to date with the Costa Rican Social Security Fund. 8- Be registered and up to date with the Directorate of Direct Taxation of the Ministry of Finance. 9- The applicant must not have benefits granted by the Institute of Rural Development (INDER) in the last 5 years.
AGREES:
A. Small Scale Medium or Large-Scale Fleet with profits less than ₡ 30,000,000.00 per year and Annual Sales up to ₡ 180,000,000.00 per year.
B. Medium Scale Medium or Large-Scale Fleet with profits between ₡ 30,000,001.00 - ₡ 45,000,000.00 per year and Annual Sales between ₡ 180,000,001.00 and up to ₡ 230,000,000.00 per year.
C. Large Scale Medium or Large-Scale Fleet with Profits over ₡ 45,000,001.00 per year and Annual Sales exceeding ₡ 230,000,001.00 per year.

Considerando:
2- La persona pescadora física solicitante cuente con licencia de pesca al día, con no menos de dos años de ser propietario de la licencia de pesca. 3- El solicitante no debe ser funcionario público y contar con su documento de identificación al día. 4- Resulta de importancia que se tenga registros de captura ante el INCOPESCA con no menos de 6 años y carta del centro de acopio donde entrega sus capturas. Se exceptúan los casos en que la licencia ha estado INACTIVA para lo cual el INCOPESCA analizará las razones de la INACTIVIDAD considerando que puede deberse a daños mecánicos o estructurales de la embarcación. 5- Se debe contar con el Certificado de navegabilidad de la embarcación al día, tener una única embarcación inscrita ante el registro de la propiedad y el motor de la embarcación tenga más de 10 años de inscrito (para motor nuevo de fabrica). Cuando el motor ha sido adquirido usado se considerarán 5 años demostrado mediante declaración jurada. 6- Contar con Certificado de zafarrancho al día, o solicitud ante el INA de curso Básico de Embarco. 7- Estar inscrito y al día con la Caja Costarricense de Seguro Social. 8- Estar suscrito y al día ante la Dirección de Tributación Directa del Ministerio de Hacienda. 9- El solicitante no debe tener beneficios otorgados por parte del Instituto de Desarrollo Rural (INDER) en los últimos 5 años.
ACUERDA:
A. Flota media o avanzada Escala Pequeña con utilidades menor a ¢ 30 000 000,00 al año y Ventas anuales hasta ¢ 180 000 000,00 al año.
B. Flota media o avanzada Escala Media con utilidades entre ¢ 30 000 001,00 - ¢ 45 000 000,00 al año y Ventas anuales entre ¢ 180 000 001,00 hasta ¢ 230 000 000,00 al año.
C. Flota media o avanzada Escala Grande con Utilidades de más ¢ 45 000 001,00 al año y Ventas anuales superiores a ¢ 230 000 001,00 al año.
