These committees shall be composed of a maximum of five members, who shall not enjoy any privilege by reason of that appointment.
The mayor, the deputy mayors, the council members, and the district representatives (síndicos) may not serve on these committees. Municipal officials designated by the municipal council may serve on them.
The committee shall prepare the statement of accounts (liquidación de cuentas) for the popular festivals and shall submit it, for its review, to the municipal internal audit (auditoría interna municipal) or to the municipal accounting office (contaduría municipal), if an audit office does not exist, no later than fifteen days after the conclusion of the festivals.
In the event that the committee is composed of municipal officials and such corporation has a municipal audit office, the municipal accounting office shall prepare the statement of accounts, for which it shall have the aforementioned time limit.
The audit or municipal accounting office shall have a maximum period of sixty days to review the statement of accounts and transfer it to the council, which must approve it no later than within fifteen days.
The foregoing is without prejudice to the superior oversight corresponding to the Contraloría General de la República.
