The Department of Health and Environmental Education, of the Ministry of Public Education (Ministerio de Educación Pública, MEP), shall be responsible for the creation of the Marine-Coastal Education Program. Once completed, said program shall be submitted to the Higher Education Council (CSE) for its eventual approval or rejection.
During the process of formulation, design, and validation of the National Marine-Coastal Education Program, the active participation of higher education institutions, both public and private, must be guaranteed, recognizing their fundamental role in the generation of knowledge, specialized pedagogy, and educational innovation on marine-coastal topics.
Said program shall have the following functions:
- a)Promote the incorporation of marine-coastal education into curricular actions and the national curriculum of the Costa Rican educational system in the formal sphere, in adherence to the regulations, functions, and educational policies of the Higher Education Council (CSE) in its capacity as the governing body of Costa Rican education.
- b)Promote, in coordination with the competent bodies of higher education, such as the National Council of Rectors (Consejo Nacional de Rectores, Conare) and the National Council of Private University Higher Education (Consejo Nacional de Enseñanza Superior Universitaria Privada, Conesup), the incorporation of marine-coastal education content into their academic programs, respecting their autonomy and specific regulations.
- c)Contribute to the marine-coastal education of the population, through training aimed at the knowledge, valuation, protection, conservation, and responsible and sustainable use of marine-coastal ecosystems with social and ethical responsibility, in favor of a sustainable development of these resources in the country.
- d)Strengthen a social, scientific, and technological culture for the integral and sustainable development of the marine-coastal communities of Costa Rica, through the articulation and promotion of innovative marine-coastal research projects.
- e)Promote social, scientific, and technological research in marine-coastal education, as well as the training of specialists, in coordination with higher education institutions and relevant research centers.
- f)Disseminate information and educational practices on marine biodiversity and its surrounding ecosystems, the conservation of marine wealth, the state of the country's marine-coastal zone, the importance of implementing responsible marine-coastal ecotourism, and sustainable aquaculture and fishing.
- g)Have a permanently updated marine-coastal virtual platform to facilitate consultations and the exchange of information through the network.
- h)Foster spaces for citizen participation for the analysis and search for comprehensive solutions to the marine-coastal problems of our country.
- i)Establish alliances with civil organizations whose area of action includes the marine-coastal zone and international marine education societies to achieve the established objectives.
- j)Develop program monitoring indicators and conduct periodic evaluations on the results.
