The Commission shall be composed of a representative from each of the entities indicated below:
- a)Costa Rican Tourism Institute (Instituto Costarricense de Turismo, ICT).
- b)Benemérita Costa Rican Red Cross (Benemérita Cruz Roja Costarricense).
- c)Ministry of Public Security (Ministerio de Seguridad Pública).
- d)National Chamber of Tourism (Cámara Nacional de Turismo, Canatur).
- e)Ministry of Health (Ministerio de Salud).
- f)Benemérito Fire Corps (Benemérito Cuerpo de Bomberos).
- g)A representative from non-profit organizations, legally constituted for lifeguard (guardavidas) duties on national beaches.
- h)One representative for each of the coastal provinces, designated at the assembly of said province.
The chair of the Commission may fall to any of the institutions indicated in subsections a), b), c), d), e), and f), as agreed by the Commission. In the event of a tie, the Chair shall have a casting vote.
The representatives indicated in subsection h) shall be designated by simple majority at the assembly of each province. Said assemblies shall be composed of one representative designated by the mayor's office (alcaldía) or district intendancy (intendencia) of each territory. The assemblies shall be convened and coordinated by the ICT.
Each representative shall have an alternate, who shall substitute for the principal in the event of a duly justified absence. Any expense incurred by the members of the Commission arising from the proper exercise of their functions shall be covered by the institutions or organizations represented.
The Commission shall be sworn in by the President of the Republic; its members shall not receive any per diem (dieta) for their participation and shall be appointed for a term of four years.
It shall enter into force upon its publication.
