AUTHORIZATION FOR THE MUNICIPALITY OF ALVARADO TO FORGIVE DEBTS, PRINCIPAL, INTEREST, FINES, AND OTHER OBLIGATIONS ON ACCOUNTS PENDING COLLECTION FOR THE WATER SERVICE OF THE AQUEDUCT, UNDER THE ADMINISTRATION OF THE DISTRICT MUNICIPAL COUNCIL OF CERVANTES
DECREES:
This law seeks to be an effective tool to guarantee equitable access to potable water, alleviate the economic burden on citizens, and contribute to the financial stability of the District Municipal Council of Cervantes.
The Municipality of Alvarado is authorized to forgive the entirety of the debts, principal, interest, fines, and other obligations, on accounts pending collection for the water service of the aqueduct under the administration of the District Municipal Council of Cervantes.
The forgiveness shall be effective only if the users meet specific requirements that will be established by the District Municipal Council of Cervantes, ensuring equity and justice in the process. Situations of economic vulnerability, medical emergencies, or other circumstances that justify the forgiveness may be considered.
The District Municipal Council of Cervantes shall conduct an adequate public awareness campaign to inform users about the possibility of availing themselves of the forgiveness, promoting transparency and citizen participation.
The effective period of the forgiveness shall be determined by the District Municipal Council of Cervantes, considering its financial needs and the economic reality of the local population. A sufficient period shall be established so that users may benefit from the measure.
The Municipality of Alvarado is authorized to establish additional benefits, such as flexible payment programs, tariff adjustments, or exemptions, in order to facilitate compliance with the obligations related to the use of the aqueduct.

DECRETA:
Esta ley busca ser una herramienta efectiva para garantizar el acceso equitativo al agua potable, aliviar la carga económica de los ciudadanos y contribuir a la estabilidad financiera del Concejo Municipal de Distrito de Cervantes.
Se autoriza a la Municipalidad de Alvarado para que condone la totalidad de las deudas, principal, intereses, multas y demás obligaciones, sobre cuentas pendientes de cobro del servicio de agua del acueducto bajo administración del Concejo Municipal de Distrito de Cervantes.
La condonación será efectiva solo si los usuarios cumplen con requisitos específicos que serán establecidos por el Concejo Municipal de Distrito de Cervantes, asegurando la equidad y justicia en el proceso. Se podrán considerar situaciones de vulnerabilidad económica, emergencias médicas u otras circunstancias que justifiquen la condonación.
El Concejo Municipal de Distrito de Cervantes deberá realizar una adecuada campaña de divulgación, para informar a los usuarios sobre la posibilidad de acogerse a la condonación, promoviendo la transparencia y participación ciudadana.
El plazo de eficacia de la condonación será determinado por el Concejo Municipal de Distrito de Cervantes, considerando sus necesidades financieras y la realidad económica de la población local. Se establecerá un periodo suficiente para que los usuarios puedan beneficiarse de la medida.
