1. Activities to be financed: For the 2025-2026 period, two modalities to be financed will be considered:
a. Recovery of Forest Cover (Cobertura Forestal), which includes the activities of Reforestation and Agroforestry Systems.
b. Maintenance of Forest Cover, which includes Forest Protection. For this purpose, the following distribution is established:

**: The budget for this activity corresponds to the commitments acquired through the ICE-Fonafifo agreement.
***: Real estate located within the geospatial layers corresponding to protection of the water resource or high biodiversity will be eligible to receive the respective recognition in the Forest Protection activity, up to a maximum placement limit between the two supplements of thirty thousand hectares.
Starting in the year 2025, a new Sub-activity is enabled in the recognition of environmental services in agroforestry systems called Low-Scale Wood Production Systems (Sistemas Productivos de Madera a Baja Escala, SIPMABE), which seeks to align the establishment of trees in production systems, whether agricultural or livestock, seeking to offer a new support mechanism for producers, linked to the Sustainable Agro-landscapes strategy promoted by MINAE.
The National Forest Financing Fund may vary the distribution established in the table above, in accordance with the availability of the budget approved for the Payment for Environmental or Ecosystem Services Program.
If a greater allocation of resources is available, according to Article 5 of the Tax Simplification and Efficiency Law No. 8114 published in La Gaceta No. 131, on July 9, 2001, and other financial resources that Fonafifo captures for the Payment for Environmental or Ecosystem Services, they will be distributed according to the criteria of the financiers and the authorities of the Ministry or corresponding authorities. In any case, the resources used for these purposes must be incorporated into the institutional budget or into the Trust 544 Fonafifo/BNCR.
2. Regarding the payment amounts per activity and other conditions:
2.1. Reforestation Activity: The conditions that will govern the processing of applications, for the recognition of environmental services in the Reforestation activity, are as follows:
a. The amount to be paid for the fast-growing species referred to as: Gmelina arborea, Acacia mangium, Vochysia guatemalensis and Vochysia hondurensis, will be seven hundred eighty-three thousand six hundred forty-four colones with 00/100 (¢783,644) per hectare, disbursed over a period of five years. Payments will be distributed as follows: 50% the first year, 20% the second year, 15% the third year, 10% the fourth year, and 5% the fifth year.
b. The amount to be paid for the medium-growing species referred to as: Tectona grandis, Pinus sp, Cordia alliodora, Vochysia ferruginea, Eucalyptus sp, and Cedrela odorata, will be eight hundred eighty-three thousand five hundred seventy-six colones with 00/100 (¢883,576) per hectare, disbursed over a period of five years. Payments will be distributed as follows: 50% the first year, 20% the second year, 15% the third year, 10% the fourth year, and 5% the fifth year.
c. The amount to be paid for native species included in Executive Decrees No. 25663-MINAE of October 8, 1996 and No. 25700-MINAE of November 15, 1996, will be one million three hundred twenty-five thousand three hundred sixty-six colones with 00/100 (¢1,325,366) per hectare, disbursed over a period of five years. Payments will be distributed as follows: 50% the first year, 20% the second year, 15% the third year, 10% the fourth year, and 5% the fifth year.
d. The amount to be paid for Forest Plantations with Reduced Rotation Cycles (Plantaciones Forestales con Turnos de Rotación Reducidos, PFTRR) for fast-growing species for packaging, will be four hundred twenty-one thousand six hundred twenty-eight colones with 00/100 (¢421,628) per hectare. Payments will be distributed as follows: 50% the first year, 25% the second year, and 25% the fourth year.
e. The conditions that will govern the processing of applications, for the recognition of environmental services in the Reforestation activity pilot project PSA + Credit, are as follows:
f. The amount to be paid for the pilot project PSA + Credit with the fast-growing species referred to as: Gmelina arborea, will be four hundred twenty-one thousand six hundred twenty-eight colones with 00/100 (¢421,628) per hectare, disbursed in 6 installments according to the following distribution: first year 11%, second year 16%, third year 17%, fourth year 18%, fifth year 19%, and the sixth year the remaining 19% which will be disbursed, provided that the beneficiary has consented through a formal document.
g. Forest Plantations established with own resources for payment by results. The amounts to be paid will be those established in subsections a, b, and c above. The amounts will be distributed as follows: upon signing the contract 50%, twelve, twenty-four, thirty-six, and forty-eight months after said signature 20%, 15%, 10%, and 5% respectively. The contracts will have the term provided in Article 2 subsections a and b of this resolution, but the years of existence of these plantations will be recognized; up to a maximum of 3 years from establishment.
h. Natural or legal persons wishing to reforest in areas larger than the limit established in the Regulations to the Forestry Law, Decree No. 25721-MINAE and its Amendments, may apply under a special financing scheme, being able to double the limit of 750 hectares, provided that the available resources are not used by small producers. The amounts to be paid will be those established in subsections a, b, and c above.
i. The National Forest Financing Fund is instructed to incorporate into the Payment for Environmental Services contracts in the Reforestation activity the minimum acceptable values for making payments.
The National Forest Financing Fund will use the following reference values to process the payments corresponding to each year:

To calculate the total volume, one must use the following equation: Vtot = π/4 * (DBH)² * Htot * Ff * N Where:
Vtot = Total volume per hectare expressed in cubic meters.
π = (pi) is the ratio between the length of a circumference and its diameter in Euclidean geometry.
DBH = Diameter at breast height of 1.3m expressed in meters.
Htot = Total height expressed in meters.
Ff = Form factor equal to 0.5.
N = Number of trees per hectare.
j. The State, through Fonafifo, will acquire the environmental services produced by forest plantations, understood as set forth in subsection k of Article 3 of the Forestry Law No. 7575.
k. Specifically, the environmental services provided by plantations will be paid according to the annual biomass growth in accordance with parameters established in this resolution. Said payments correspond to the total years of the agreed term; however, in order to allow the establishment of the plantation and its maintenance, payment will be advanced during the first five years.
l. Fonafifo may modify, when so requested, those contracts signed before the year 2015, that demonstrate having achieved a minimum production of 13 cubic meters of mean annual increment per hectare. For such purposes, Fonafifo may request the information it deems pertinent.
2.2. Natural Regeneration Activity: The conditions that will govern the processing of applications for the recognition of Environmental Services in the Natural Regeneration activity that are developed in denuded areas, without forest cover, with nearby seed sources, in areas in the process of regeneration that do not meet the definition of forest and are free from grazing, are detailed below:
a. The amount to be paid for Natural Regeneration will be eighty-two thousand five hundred sixty-five colones with 00/100 (¢82,565) per hectare, disbursed in five annual payments of 20% over a period of five years.
2.3. Agroforestry Systems Activity: The conditions that will govern the processing of applications, for the recognition of environmental services in the Agroforestry Systems activity, are detailed below.
a. The amount to be paid will be one thousand eighty-five colones with 00/100 (¢1,085) per tree, integrated into Agroforestry Systems and disbursed over a period of five years. Payments will be distributed as follows: 50% the first year, 25% the third year, and 25% the fifth year.
b. The amount to be paid will be one thousand six hundred eight colones with 00/100 (¢1,608) per tree, integrated into Agroforestry Systems, strictly with native species included in the Decrees Executive Decrees No. 25663-MINAE of October 8, 1996 and No. 25700-MINAE of November 15, 1996, disbursed over a period of five years. Payments will be distributed as follows: 50% the first year, 25% the third year, and 25% the fifth year.
c. The amount to be paid will be one thousand six hundred eight colones with 00/100 (¢1,608) per tree, under the activity of Agroforestry Systems established in Forest Harvesting Plantations (Plantaciones de Aprovechamiento Forestal, PPAF), financed through forestry credit. Payments will be distributed as follows: 80% will be disbursed once the contract is signed and the trees have reached 36 months of age; the remaining 20% will be processed when the trees are 60 months of age, in the fifth year of the project.
d. Mixed Agroforestry Systems for small producers: The conditions for this modality are: When conducting forest protection activities, a payment of twenty-one thousand six hundred colones with 00/100 (¢21,600) per hectare per year, over a period of five years, (here, if necessary, fractions of existing hectares will be calculated, up to the first decimal. When the areas are denuded or in the process of regeneration, a payment of sixteen thousand five hundred thirteen colones with 00/100 (¢16,513) per hectare, per year over a period of five years will be recognized.
When conducting reforestation activities with timber or multipurpose species outside the forested area, a payment of three hundred twenty-three colones with 00/100 per tree (¢323) per year over a period of five years; a minimum quantity of two hundred planted trees or identified existing trees will be recognized, up to a maximum of two thousand two hundred trees. In this sub-activity, a single contract may be executed that includes the different activities, for which at least two of the activities described above must be implemented, where the reforestation activity of timber or multipurpose species is mandatory to establish; and the term will be five years counted from the signing of the contract.
e. The amount to be paid will be one thousand five hundred colones with 00/100 (¢1,500) per tree, under the activity of Agroforestry Systems established in Low-Scale Wood Production Systems (Sistemas Productivos de Madera a Baja Escala, SIPMABE). Payments will be distributed as follows: 70% the first year, 15% the second year, and 15% the fourth year. And in the event that the contract includes a financing component through a forestry credit, a total of one thousand six hundred fifty colones with 00/100 (¢1,650) per tree will be recognized, and payments will be distributed as follows: 40% the first year, 10% the second, third, and fourth year, and 30% the fifth year.
2.4. Forest Protection Activity: The conditions that will govern the processing of applications for the recognition of Environmental or Ecosystem Services in the Forest Protection activity are as follows:
a. The amount to be paid for the environmental service of greenhouse gas mitigation and biodiversity, considered as the base, will be one hundred five thousand colones exactly (¢105,000.00) per hectare, disbursed over a period of five years; distributed in annual payments of 20% each.
b. The amount to be paid for the environmental service of greenhouse gas mitigation and biodiversity, considered as the base, plus an additional amount for the service of protection of the water resource, considered as a supplement, will be one hundred eighty-five thousand colones with 00/100 (¢185,000.00) per hectare, disbursed over a period of five years; distributed in annual payments of 20% each.
c. The amount to be paid for the environmental service of greenhouse gas mitigation and biodiversity, considered as the base, plus an additional amount for the service of protection of sites of high biodiversity, considered as a supplement, will be one hundred eighty-five thousand colones with 00/100 (¢185,000.00) per hectare, disbursed over a period of five years; distributed in annual payments of 20% each.
d. Real estate located within the geospatial layers corresponding to water resource or high biodiversity will be eligible to receive the respective recognition in the Forest Protection activity in accordance with what is indicated in this resolution.
3. Updating of the amounts to be paid. For subsequent annual payments, MINAE, by reasoned resolution, may vary these amounts and update them; likewise, it may decree extraordinary increases in the amounts to be paid, the foregoing considering budget availability and its inclusion in the corresponding budgets.
