José Luis Obando Castro Coordinator, Normative Process of Maritime Activity Legal Advisor Maritime Port Division Ministry of Public Works and Transport (MOPT) INTERNATIONAL CONVENTION FOR THE PREVENTION OF POLLUTION FROM SHIPS, 1973 THE PARTIES TO THE CONVENTION, CONSCIOUS of the need to protect the human environment in general and the marine environment in particular, RECOGNIZING that the accidental, negligent, or deliberate release (derrame) of oil (hidrocarburos) and other harmful substances (sustancias perjudiciales) from ships constitutes a serious source of pollution, ALSO RECOGNIZING the importance of the International Convention for the Prevention of Pollution of the Sea by Oil, 1954, as being the first multilateral instrument concluded with the primary objective of preserving the environment, and appreciating that said Convention has contributed decisively to protecting the seas and the coastal environment from pollution, DESIRING to achieve the complete elimination of intentional pollution of the marine environment by oil (hidrocarburos) and other harmful substances (sustancias perjudiciales), and to reduce to a minimum the accidental discharge (descarga) of such substances, CONSIDERING that the best way to achieve this objective is to establish rules of universal scope that are not limited to pollution by oil (hidrocarburos), HAVE AGREED as follows:
